1. DELEGATION
Constable David Minutillo, of the Street Crime Unit, made an informative presentation on the Drug Recognition Expert Program. Cst. Minutillo has been designated as a Drug Recognition Expert. The officer was thanked for his presentation and left the meeting at
4:30 p.m. A letter of thanks from the Board will be sent to Cst. Minutillo.
2. ELECTIONS
Mrs. Eves, Executive Assistant, took the Chair, and called for nominations for the position of Chair. Larry Kings was nominated. The nominations were closed and he was declared Chair.
Mrs. Eves called for nominations for the position of Vice Chair. Councillor Mark Littell was nominated. The nominations were closed and Councillor Littell was declared Vice Chair.
Larry Kings then moved into the Chair.
3. 2009 MEETING DATES
The schedule of meeting dates of the Brantford Police Services Board for 2009 be as follows:

May 21
June 18
September 17
October 15
November 19
The in-camera sessions will begin at 12:00 noon, with the public sessions to follow at 1:00 p.m., with the exception of the February 19, 2009. Due to the Civilian Merit Award presentations at 6:00 p.m., the in-camera session will begin at 4:00 p.m., followed by the public session at 5:00 p.m.
4. 2009 CONFERENCE SCHEDULE
The 2009 Conference Schedule, which outlined the dates and locations of eight conferences, was received and reviewed.

6. OLD BUSINESS
a) Purchase of New Cooling Tower

THAT the Brantford Police Services Board ratifies a poll taken December 1, 2008:
“THAT the Brantford Police Services Board supports the recommendation of staff and authorizes the transfer of $100,000 from Reserve Account #127 (Police Building Maintenance) to a Capital Account for the purchase and installation of a new cooling tower for the Brantford Police facility.”

7. REPORTS
a) Monthly Statistical Reports
The Monthly Statistical Reports for July, August and September 2008 were received. Deputy Chief Kellner highlighted points of interest in the September 2008 report. In response to discussion on the lateness of the report, Deputy Chief Kellner indicated it was a staffing issue, but inquiries have been made to write a computer program which would provide up-to-date statistics, but not reflect the UCR statistics.
b) Quarterly Budget Report
Chief McElveny reviewed the quarterly report for the period ending December 31, 2008, prepared by Inspector G. Nelson, i/c Administration Branch. He pointed out that the journal entries for the 2008 budget will continue until January 23 to allow for invoices received for 2008 budgeted items. He expressed for a black budget for 2008.
It was learned that no response has been received from the Grand Erie District School Board to the Board’s letter requesting funding for the additional guards required during the BCI renovation. The Board requested a second letter be sent.
c) Quarterly Complaints Against Police Report
Chief McElveny also reviewed this report, which had been prepared by Inspector Kent Pottruff, i/c Executive Branch. He noted that the statistics listed in the report were lower than previous years.
d) 2008 Annual Training Report
Deputy Chief Kellner presented this report, which provided an executive summary of all training taken by members of the Service during 2008.
e) 2009 Membership Renewal – OAPSB Zone 4

f) 2009 Membership Renewal – Canadian Association of Police Boards

THAT the Brantford Police Services Board renews their membership with the Canadian Association of Police Boards at a cost of $925.00.

Discussion was held on the value of the membership to their national Association, and it was felt that the needs of the Board were adequately served with their membership in the provincial Association.g) Request for Adult School Crossing Guard Study – Assumption College
A request dated November 26, 2008, was received from the Assumption College School Council voicing their concern of the lack of safe student crossing across Shellard Lane between Assumption College and Ryerson Heights Elementary School, and requesting a warrant study be conducted at this location.
Further information was received from Ms. Norma Wood, Transportation Technologist – City of Brantford, that a meeting between City, Police Service and education staff will be held January 16, 2009, to review and discuss options to address pedestrian safety.
A response to the request will be deferred until the Board is advised of the outcome of the meeting.
h) Request for Financial Assistance – Cornwall Community Police Services Board
A request dated December 11, 2008, from the Cornwall Community Police Services Board, was received requesting financial assistance to host the Ontario Association of Police Services Boards Annual Conference. The Board denied the request.
The meeting adjourned at 5:25 p.m.
The minutes of this meeting were adopted this 19th day of February, 2009.
