1. ELECTIONS

Mrs. Eves, Executive Assistant, took the Chair, and called for nominations for the position of Chair. Councillor Mark Littell was nominated. Hearing no other nominations, they were closed and Councillor Littell was elected Chair.

Mrs. Eves called for nominations for the position of Vice Chair. Larry Kings was nominated. Hearing no other nominations, the nominations were closed and Mr. Kings was elected Vice Chair.

Councillor Littell then moved into the Chair.

2. 2010 MEETING DATES

THAT the 2010 schedule of meeting dates of the Brantford Police Services Board be as follows:

3. MINUTES

THAT the minutes of the meeting of the Brantford Police Services Board held
November 19, 2009, be adopted as circulated.

4. REPORTS

a) Statistical Reports

i) Monthly Statistical Reports

The Monthly Statistical Reports for October, November and December 2009 were received.

ii) Five-Year Annual Statistical Analysis Report

Deputy Chief Kellner outlined points of interest in the report. The report identified a trend of increased use of sick time. Consequently, a Wilfrid Laurier student will be conducting a study of the sick time use by Service members. He further noted an increase in sexual offences and frauds, and a decrease in robberies.

b) Quarterly Budget Report

Chief McElveny presented the quarterly report for the period ending December 31, 2009, prepared by Inspector G. Nelson, i/c Administration Branch. He pointed out that the journal entries for the 2009 budget will continue to allow for invoices received for 2009 budgeted items, but predicted the budget will close without a deficit.

c) Quarterly Auction Account Report

The fourth quarter report was received, which indicated that the Auction Proceeds Trust Fund balance was $43,784.40.

d) Public Complaints Against Police Report

i) Quarterly Public Complaints Against Police Report

The fourth quarter report, which had been prepared by Inspector Kent Pottruff, i/c Executive Branch, was received.

ii) Public Complaints Annual Summary

Chief McElveny presented this report, prepared by Inspector K. Pottruff, i/c Executive Branch, and highlighted points of interest. He noted that since the preparation of the report, OCCPS has ruled on four appeals by complainants and upheld the decision of the Chief
of Police in all complaints. He was pleased to report that the ratio of total complaints to calls for service had decreased to one complaint for every 2,186 calls.

e) 2007-2009 Business Plan Review

Inspector Scott Easto, i/c Quality Assurance Branch, attended and presented the summary of the 2007-2009 Business Plan Review, which outlined the results of the 48 objectives contained in the report. He provided reasons why some of the objectives had not been met. He reported that public perception of crime and police is shaped through the media. To provide the public with another source of information, the use of the internet to publicly post media releases and other pertinent information has increased. He was pleased to report that hits on the Service website have increased substantially, from 2,369 in 2007, to almost 39,000 in 2009.

f) 2009 Annual Reports

i) Training Report

Deputy Chief Kellner presented this report, which provided an executive summary of all training taken by members of the Service during 2009.

ii) Suspect Apprehension Pursuit Report

This report, prepared by Inspector D. Wiedrick, i/c Operations Branch, was received. It was noted that 22 pursuits were initiated in 2009, an increase of 19% from 2008.

g) Hosting of OACP/OAPSB Zone 4 Meeting

THAT the Brantford Police Services Board approves the transfer of $1,015.15.00 from the Police Services Board Auction Proceeds Trust Fund to the Police Services Board Special Projects Account (150500), and that this amount be used to cover the cost of the meal provided to members of the OACP/OAPSB Zone 4 at their meeting in Brantford held January 12, 2010.

5. NEW BUSINESS

a) A letter dated November 23, 2009, was received from Jim Sangster, Senior Financial Analyst, advising that due to changes in the Municipal Act, City Council no longer is required to pass a resolution approving the Board’s decision to amend police fees and charges.

b) Minutes of the Adult School Crossing Guard Criteria meetings, held December 1, 2009, and January 12, 2010, were received. Chief McElveny noted that recommendations from the Committee would be forthcoming.

c) A letter was received from City Cab advising that Bell City Cabs are distributing coupons for discounted taxi fares in contravention of Taxi Bylaw. Chief McElveny indicated the matter had been investigated and the breach of the Taxi Bylaw brought to the attention of Bell City Cabs, and a warning issued.

The meeting adjourned at 12:50 p.m.
