Brantford Police Service COVID-19 Novel Coronavirus – Frequently Asked Questions
As the situation related to COVID-19 continues to quickly evolve, the Brantford Police Service has been working closely with our City of Brantford Emergency Management partners in response to the COVID-19 pandemic including the County of Brant, Six Nations, Brant County Health Unit and the Brant Community Healthcare System.
We have been taking advice from public health officials and making decisions that balance our need to provide community safety with maintaining the health and safety of our members.
Policing personnel are conducting active screening, in the course of our duties, for potential risks of COVID-19 with everyone entering our police facility to ensure the safety and well-being of all other individuals. Currently, there are no changes to our frontline operations.
Police Services
Q. How can I file a police report?
If you have an emergency – an immediate threat to life or property – please call 911.
Non-emergencies can be reported by calling 519-756-0113.
Many incidents can be reported using our online reporting system www.brantfordpolice.ca such as Damage to Vehicle or Property under $5,000, Driving or Parking Complaints, Traffic Issues or Concerns, Graffiti, or Theft or Fraud Under $5,000.
Q. Can I go to the police station to make a report?
In an effort to protect the health and well-being of our members, we are asking members of the public to refrain from attending the station unless in an emergency situation. Please note that should you be attending the station for an emergency reason and need to provide payment, cash transactions are not being accepted at this time. Payment can be made via debit, mastercard or visa.
Q. How can I get a Criminal Record Check, a Criminal Record and Judicial Matters Check or a Vulnerable Sector Screening?
At this time due to the COVID-19 virus outbreak, our office is not accepting in-person applications for police checks or facilitating civilian fingerprints. During this time, we encourage all applicants to apply for police checks using the Online Police Background Records Check portal. To locate the portal, please select the Links heading and choose Police Records Check. You will find it in the Useful Links box. All record checks that pass authentication will be automatically mailed out when completed.
Please note: If you are under the age of 21 or have limited credit history, you can still pay for and submit your application online to have the process started. If you fail to authenticate or require fingerprints, we will not be able to complete your application until the office is fully operational again. You may show your employer/volunteer organization your receipt, as proof of your application, and have them refer to our website for confirmation of our limited access.

Q. Can I pick up my property?
Please contact the Property Unit Clerks by calling 519-756-0113 ext. 2217 between 8:00 a.m. and 4:00 p.m Monday to Friday regarding any questions you may have and to arrange a suitable time to pick up your property.
Q. I need to attend a Collision Reporting
Centre, are they open?
Yes. However, the Collision Reporting Centre has amended hours of operation to 10:00 a.m. to 6:00 p.m. Monday to Friday and are now closed on Saturdays until further notice.
Screening methods have been put in place to ensure the health and safety of the public and their employees. These may include instructing citizens to remain outside in their vehicles to await a CRC staff member, putting restrictions on who can attend, increased sanitization, not handling customer documents, and encouraging social distancing.
Protecting Yourself
Q. What should I do if someone comes to my house, calls me or sends a text asking for donations or selling products and services?
We would like to remind the public to be extra vigilant when it comes to those trying to sell or provide products or services associated to COVID-19. Reliable, accurate and up-to-date information is provided through local public health officials. Anyone who believes they have been approached or contacted by someone who is misrepresenting themselves in an effort sell goods or services should report to police online at www.brantfordpolice.ca
Staffing & Screening
Q. Are there enough police officers to keep the city safe?
Brantford Police Service members have been provided with the same direction as the public when it comes to travel, self-isolation, and self-monitoring.
It is not in the interest of community safety for us to disclose our exact deployment numbers but we can say, at this time, this direction has impacted an extremely small number of members and we have not had to make any changes to our frontline policing services.
Prior to COVID-19, the Brantford Police Service had plans in place to address staffing needs during a public crisis or emergency. These plans include repurposing of resources, modifying members’ shifts, and adjusting our service delivery model. All of these steps would allow us to maintain public safety and respond to emergency calls for service. We have not had to make these adjustments to date.
Q. Is the Brantford Police Service screening those in custody?
We will not speak to any specific cases but we can say that every person in police custody is screened at least three times: upon arrest, at the division, and again when they are transported to court by a supervisor. These screenings include such questions as: do you have symptoms, have you travelled, have you been quarantined, etc. We continue to work with our emergency management partners to ensure our screening is the most effective it can be in determining the well-being of people in our custody to prevent possible exposure to our members and those who work along side us in the justice system.
Regarding releasing people rather than remanding, if we can release someone from custody we will, but our priority is on the safety of the public. If necessary, we have and will continue to seek opportunities to limit exposure to those who are in custody and will remain so throughout the court process.
Enforcement Practices
Q. Has there been a reduction in crime or have police officers stopped making arrests?
There has been no change in the operational direction provided to our members.
We are not experiencing a significant change to our calls for service, however; we are asking the public to please not call 911 unless there is an immediate threat to life or property. Any questions related to COVID-19 should be directed to local public health officials.
Q. How do I report groups of people who are not practicing self-isolation and social distancing?
At the present time, the Emergency Management and Civil Protections Act only provides authority to police services to address groups of 50 or more who are congregating in violation of the Act.
The federal government has requested that everyone who has been abroad or in the United States is to remain at home for 14 days, even if no symptoms are present.
The Brantford Police Service has received complaints of people who have recently returned to Canada but are not self-isolating. As per current regulations, these complaints are required to be directed to the Brant County Health Unit at 519-753-4937 or www.bchu.org Please do not call 9-1-1 or the Brantford Police Service to report these occurrences. Officers from the Brantford Police Service will assist the Brant County Health Unit to address these situations as required.
We wish to thank the many citizens who are acting responsibly and have been practicing self-isolation and social distancing. It is extremely important that we continue these actions to stop the spread of COVID-19.
BRANTFORD HOMICIDE SUSPECT ARRESTED IN THUNDER BAY
(LONDON, ON) – The Ontario Provincial Police (OPP), in a joint investigation with Brantford Police Service and under the direction of the OPP Criminal Investigation Branch (CIB), have arrested an individual in connection with a double-homicide in the City of Brantford last summer.
On July 18, 2019, Dorothy Lynn VANEVERY, 62-years-old and Larry REYNOLDS, 64-years-old, were found deceased in their home on Park Road South in Brantford.
The accused, Kareem ZEDAN, 22-years-old of Pickering, was arrested in Thunder Bay on March 24, 2020, and is charged with two counts of First-Degree Murder (Criminal Code Section 235(1)).
The accused remains in custody with a scheduled appearance by video before the Ontario Court of Justice in Brantford on April 2, 2020.

SCU Arrests Four and Seizes over $900,000 of Illicit Cannabis

On Wednesday March 18th, 2020, members of the Brantford Police Street Crime Unit commenced a drug investigation which led to the execution of a Cannabis Act Search Warrant at a commercial warehouse located on Brock Street within the City of Brantford.
As a result of the investigation, officers seized approximately 3,675 cannabis plants with an estimated street value of $927, 540 and four males were arrested and charged under the
Cannabis Act Section 12(4)(a)- To cultivate, propagate or harvest, or to offer to cultivate, propagate or harvest, a cannabis plant that is from a seed or plant material that they know is illicit cannabis:

Joint Investigation for ATM Thefts In Southern Ontario Results in Two People Facing Over 400 Charges

Members of the Brantford Police Service in collaboration with Six Nations Police Service entered into an ongoing investigation in September 2019, which concluded March 2020.
Since September 2019, the accused Steven Wade VANEVERY and Shawn Erwin SANDY were using a stolen pick-up truck to steal ATM’s from businesses all across Ontario. In total, VANEVERY and SANDY committed 36 Break and Enters into grocery stores, nail salons, convenience stores, and other businesses, where ATM’s were targeted and stolen from the businesses. It is estimated that $100,000 worth of Canadian currency had been stolen from the ATM’s inside of the businesses. It is estimated that $180,000.00 worth of damages had been done to the affected businesses. Thirteen different cities were affected by the Thefts and Break and Enters, including Brantford, London, Woodstock, Pelham, Niagara Falls, Hamilton, Cambridge, Kitchener, St. Catharines, Burlington, Oakville, Fonthill, and Guelph.
On Saturday March 14, 2020, working together the Brantford Police Service and the Six Nations Police Service executed several judicial authorizations at an address on First Line Road, Six Nations of the Grand River Territory.
In totality, the execution of the judicial authorizations yielded the following seizures:
- $45,000.00 worth of Canadian currency (approx.)
- the stolen 2015 Dodge Ram pick-up truck
- 27 Firearms
As a result of the initial investigation, Steven Wade VANEVERY and Shawn Erwin SANDY were arrested and charged. The two males were held for bail hearings and are facing a number of charges.

Brantford Police Service Requests Public Utilize Online Reporting
The Brantford Police Service is actively monitoring all reports of COVID-19 and assessing how to best protect our members and community during this time. Working in close partnership and collaboration with the City of Brantford and the Brant County Health Unit, we are focused on ensuring a measured and appropriate response to protect the health and safety of both our members and the greater community. The Brantford Police Service has implemented several measures to help minimize the threat of COVID-19 locally.
Based on up-to-date information, Brantford Police Service will temporarily modify some non-emergency services, effective immediately. These measures are aimed at protecting staff by minimizing the possibility of human to human transmission of the virus.
All emergency services remain in place.
We are asking members of the public to restrict attending the BPS facility on Elgin Street unless absolutely necessary. Non-emergency crimes, such as thefts from vehicles, fraud and property damage under $5,000, can be reported online.
Effective immediately, public attending the police station will be subject to screening for COVID-19 risk factors.
Additional screening questions related to COVID-19 will be asked of callers before an officer is dispatched. Officers may be wearing protective equipment such as gloves and masks.
It is important that prior to visiting the station all members of the public self-screen for symptoms of COVID-19 at home and refrain from visiting in person if you have any signs of illness. We appreciate the public’s cooperation with this request in an effort to ensure the protection and peace of mind for our staff who continue to serve our community.

COVID-19 Novel Coronavirus Public Update - March 16, 2020
Current Situation
The Brantford Police Service is actively monitoring all reports of COVID-19 and assessing how to best protect our members and community during this time. Working in collaboration with the City of Brantford and Brant County Health Unit, we are focusing on ensuring a measured and appropriate response to protect the health and safety of both our members and the greater community.
There are no known cases of Coronavirus disease (COVID-19) in the City of Brantford or County of Brant at this time nor has there been any evidence of community spread in our region to date.
On March 11, 2020 the World Health Organization declared COVID-19 a global pandemic so it is very important that individuals and organizations be prepared for a potential outbreak in our community.
In Brantford, the Brant County Health Unit (BCHU) is the municipality’s lead agency in terms of managing a local infectious disease outbreak. The Brantford Police Service and the City of Brantford are working in close collaboration with BCHU to support their response plans in a coordinated manner.
As a precautionary measure, the Brantford Police Service has implemented several measures to help minimize the threat of COVID-19 locally. These measures are outlined below.
Public Health Resources
The Public Health Agency of Canada (PHAC) has assessed the public health risk associated with COVID-19 as low for Canada. Public health risk is continually reassessed as new information becomes available.
The City’s Emergency Management Planning Committee (EMPC) is meeting regularly to discuss the City’s preparations and readiness for an infectious disease outbreak, should Coronavirus disease (COVID-19) present itself locally.
Members of the public are encouraged to:
Know the facts. Follow direction from the Brant County Health Unit (BCHU) to know the signs and symptoms of Coronavirus disease (COVID-19).
Call Telehealth Ontario at Toll-free: 1-866-797-0000 or visit the BCHU website for information on how to care for the ill, infection prevention and control, self-treatment and when and where to seek medical attention.
Follow Public Health’s direction to use infection control practices such as hand washing, covering your cough and sneeze, observing social distancing and staying home when you’re sick to reduce the spread of the virus.
It is also recommended to prepare yourself and your family for an infectious disease outbreak by having two weeks of necessities in your home in the event that you have to self-quarantine for a two-week period. Don’t forget supplies for your pet(s) as well.
The BCHU is currently not testing individuals for COVID-19 unless you’ve had direct contact with someone confirmed with COVID-19 or if you have been out of the country in the last 14 days and are showing symptoms. If you are ill, please be responsible and stay home.
Travel Notice:
To limit the spread of COVID-19, the Government of Canada and Ontario’s Chief Medical Officer of Health have advised against all non-essential travel outside of Canada and as per the Ontario Ministry of Health. If you decide to travel outside of Canada, you will be required to self-isolate for a period of 14 days upon return.
Additionally, the Public Health Agency of Canada (PHAC) is recommending that Canadians avoid all cruise ship travel due to the ongoing COVID-19 outbreak.
Please consult the destination page on travel.gc.ca for the latest travel advice. Stay informed by checking both Public Health Canada frequently asked questions (FAQ) and bchu.org for regular health impact updates as the situation continues to unfold.
When you return from travel:
The World Health Organization requires that, upon returning from any travel outside of Canada you self-isolate and monitor yourself (and your children) for symptoms for a period of 14 days.
Should you develop a mild cough, respiratory issue or low-grade fever (i.e. a temperature of 37.3C or more) telephone your healthcare provider or the Brant County Public Health Unit to provide them with details of your recent travel and symptoms within 24 hours of developing symptoms.

Suspicious Male

Brantford Police are seeking the public’s assistance in identifying a suspicious male.
On Wednesday, March 11, 2020, at approximately 7:00 p.m., in the area of Waterworks Park on Grand River Avenue, a female who was walking her dog on the trails, witnessed an unknown male masturbating in public.
The suspect is described as a white male, approximately 6’ tall, 180 lbs, medium build, with a scruffy beard, wearing a black beanie style hat and a dark coloured, puffy style jacket.
The Brantford Police Service is asking the public for their assistance in identifying this unknown male and to be aware of the incident that occurred in this area.

Civilian Merit Awards
Brantford, ON: On Thursday, March 12, 2020, members of the Brantford Police Services Board presented two Civilian Merit Awards to local citizens Brandi Dunford and Jared Houliston who have demonstrated selfless actions to assist fellow community members in crisis.
Brandi Dunford
On March 6, 2019, Brandi Dunford played a significant role in helping a distraught male in crisis. Travelling on North Park Street, she observed a male on the bridge overlooking the 403 Highway. Without hesitation, she approached the male and spoke with him, preventing him from harming himself. With the assistance of an off-duty police officer and other persons who had arrived on the scene, Brandi helped detain the male until police arrived and he was eventually pulled to safety.
Brandi Dunford is to be commended for her selfless actions. Her quick response and kind nature prevented what could have been a tragic event from occurring.
Jared Houliston
On December 16, 2019, while driving northbound on Paris Road, Jared Houliston observed a young female walking northbound along Paris Road. He also noticed a male walking southbound on Paris Road towards the female. The male had his hood pulled up and he was acting in a suspicious manner.
Jared witnessed the male grab the female. She broke free from her assailant and ran away. Jared immediately turned his vehicle around and caught up to her. After confirming that she did not know the male, he drove after the male, stopping his vehicle to pursue him on foot once he was closer.
When the male disappeared into the backyard of a resident, Jared returned to his vehicle and drove to the street where he believed the male would emerge. He called police and then gained the assistance of a mail carrier, who alerted him when the male emerged. Jared was able to obtain the license plate of the vehicle the male got into and relayed the information to police. Once police were on scene, he attended the female’s school to check on her and provide a statement to police.
Jared Houliston is to be commended for his noble and selfless action. The subsequent arrest of the assailant was the direct result of his quick and thorough response during a disturbing situation.

Crime Brief - March 11, 2020
Type: Impaired- Drugs
Incident: 20-9510
Location: Fairview Drive and Brier Park Road
Incident:On Sunday, March 8, 2020 at approximately 9:30 a.m. Brantford Police responded to a report from a concerned citizen regarding a possible impaired driver in the area of Fairview Drive and North Park Street. Community Patrol Officers attended to the area where the vehicle was located and observed travelling at a high rate of speed in a dangerous manner, nearly hitting other vehicles. Officers were able to conduct a traffic stop. While speaking with the driver, Officers observed signs of impairment. Investigation revealed the driver may be impaired by drugs. The driver was arrested and given a demand for a Drug Recognition Evaluation as required by law. As a result of the Drug Recognition Evaluation the driver was charged. During processing, the accused was found to be in possession of a small amount of suspected cannabis and a small amount of an unknown powdery substance. A 29 year old male from Brantford is charged with Impaired Operation – Drug under the Criminal Code. The accused’s license was suspended for 90 days and the vehicle impounded for 7 days.

Location: Clarence Street
Incident:On Sunday, March 8, 2020 at approximately 5:10 p.m. Brantford Police responded to a report of an assault on Clarence Street. The victim had been walking past a residence on Clarence Street when he made a comment about the resident’s dog. The resident then assaulted the male victim with a hammer. Community Patrol Officers attended to the area where they located the victim who was treated for minor injuries by Emergency Medical Services. As a result of the investigation, a 24 year old male from Brantford is charged with Assault with Weapon.

Location: Darling Street and King Street
Incident:On Wednesday, March 11, 2020 at approximately 1:00 a.m. Community Patrol Officers observed a vehicle travelling on Dalhousie Street. Information was received that the licence plates did not belong to that vehicle. A traffic stop was conducted at Darling Street and King Street where the investigation revealed that the driver was operating the motor vehicle with a suspended license and was unable to provide proof of insurance. Information was received that the driver was currently wanted on an outstanding arrest warrant. The driver was arrested and transported for processing. During processing, the accused was found to be in possession of a small amount of suspected crystal methamphetamine. As a result of the investigation, a 29 year old male from Brantford is charged with Possession of a Controlled Substance under the Controlled Drugs and Substances Act. He is further charged with Drive While Under Suspension and Use Plate Not Authorized for Vehicle under the Highway Traffic Act. He is also charged with Owner Operate Motor Vehicle – No Insurance under the Compulsory Automobile Insurance Act. The vehicle was impounded for 7 days.

Incident:On Thursday, March 5, 2020 at approximately 5:25 p.m. Brantford Police responded to a report of an impaired driver on Fairview Drive and West Street. A citizen had observed a male who, while parked in a parking lot, stumbled from his vehicle and was drinking from a container. Community Patrol Officers attended to the area where they located the vehicle and conducted a traffic stop. While speaking to the driver, Officers observed signs of impairment. Further investigation revealed open alcohol in the vehicle. Information was received that the driver was operating the motor vehicle with a suspended license. The driver was arrested and transported in order to provide samples of his breath as required by law. The accused samples were over 2x the legal limit. A 38 year old male from Brantford is charged with Impaired Operation and 80 Plus under the Criminal Code; Drive While Under Suspension and Drive motor vehicle – no insurance under the Highway Traffic Act as well as Owner Operate Motor Vehicle – no insurance under the Compulsory Automobile Insurance Act. The accused’s vehicle was impounded for 7 days.

Incident:On Friday, March 6, 2020 at approximately 2:40 p.m. Brantford Police responded to a call from a concerned citizen who witnessed a male park a vehicle in his driveway and stumble from the driver’s seat. The accused was observed to then proceed to his front porch where he passed out. Community Patrol Officers attended the scene where the accused was located laying on the porch with the keys to the vehicle in hand. Officers observed signs of impairment and the accused advised he had consumed alcohol. The driver was transported in order to provide samples of his breath as required by law. The accused samples were 2x over the legal limit. A 61 year old male from Brantford is charged with Impaired Operation and 80 Plus under the Criminal Code. The accused license was suspended for 90 days and the vehicle impounded for 7 days.

Incident:On Friday, March 6, 2020 at approximately 4:30 p.m. Brantford Police responded to a call regarding a minor motor vehicle collision in the parking lot of a business located on Erie Avenue. Information was received that a male driver was unconscious in the driver’s seat. Community Patrol Officers attended the scene where they located the vehicle and the driver. Officers observed drug paraphernalia in the vehicle and investigation revealed the driver had just used Fentanyl. With the assistance of Emergency Medical Services, Narcan was administered to the driver. A 33 year old male from Brantford was charged with Impaired Operation under the Criminal Code. The accused’s license was suspended for 90 days and the vehicle impounded for 7 days.

Location: Wells Avenue and Dundas Street
Incident:On Saturday, March 7, 2020 at approximately 1:30 a.m. Brantford Police responded to a call regarding a two vehicle motor vehicle collision in the area of Wells Avenue and Dundas Street. Community Patrol Officers attended the scene along with Emergency Medical Services who transported one male driver to hospital with non-life threatening injuries. While Officers were speaking with one of the drivers, signs of intoxication were observed. The driver was given a demand for a roadside screening device. The driver failed the roadside screening device and was arrested. The driver was transported in order to provide samples of his breath as required by law. The driver’s samples were over the legal limit. A 36 year old male from Brantford is charged with 80 Plus under the Criminal Code. The accused’s license was suspended for 90 days and the vehicle impounded for 7 days.

Incident:On Saturday, March 7, 2020 at approximately 5:00 p.m. Brantford Police received two separate calls from concerned citizens who observed a motor vehicle travelling dangerously on Erie Avenue. A child was reported to be a passenger in the vehicle. The callers observed that the vehicle nearly hit oncoming traffic and went up onto the curb. Community Patrol Officers attended the scene and located the vehicle unoccupied. Witnesses advised the driver had vacated the vehicle with a small child after colliding with a parked vehicle and then a tree. The driver and child were located a short distance away. Investigation revealed that the child had not been properly secured in the vehicle and the seats of the vehicle failed to be properly attached. Emergency Medical Services attended the scene, as the child received injuries from the collision and was transported to hospital. The driver of the vehicle failed to surrender her driver’s licence upon demand and was unable to provide any proof of insurance. Upon investigation, the Officer observed signs of intoxication and drug paraphernalia was located in the vehicle. The driver was arrested and given a demand for a Drug Recognition Evaluation as required by law. As a result of the Drug Recognition Evaluation the driver was charged. During processing, the accused was found to be in possession of a small quantity of suspected fentanyl. A 27 year old female is charged with Criminal Negligence Causing Bodily Harm, Impaired Operation – Drug under the Criminal Code; Operation of Unsafe Vehicle, Failure to Ensure Child Properly Secured, Fail to Surrender License, Fail to Notify Change of Address under the Highway Traffic Act. The accused is also charged with Owner Operate Motor Vehicle – No Insurance under the Compulsory Automobile Insurance Act. The accused licence was suspended for 90 days and her vehicle was impounded for 7 days.

Incident:On Sunday, March 8, 2020 at approximately 7:30 a.m. Brantford Police responded to a report regarding a damaged vehicle travelling well below the posted speed on Wayne Gretzky Parkway. Community Patrol Officers attended the area, located the vehicle turning onto Craig Street from Morton Ave and observed a female exit the driver’s seat. While speaking to the driver, Officers observed signs of impairment. The driver was given a demand for a roadside screening device. The driver failed the roadside screening device and was arrested. The driver was transported in order to provide samples of her breath as required by law. The driver’s samples were over the legal limit. A 20 year old female from Brantford was charged with 80 Plus under the Criminal Code. The accused’s license was suspended for 90 days and the vehicle impounded for 7 days.
