Two additional men arrested and charged with Child Pornography Charges as BPS Project DILEMMA continues

Further to the information provided to the public on March 10, 2022, as a result of the continued investigation of the Brantford Police Service Internet Child Exploitation (ICE) Unit, two additional men have been arrested and face child pornography related charges as part of Project Dilemma.

Project Dilemma was launched by the Brantford Police Service ICE Unit in October 2021, to address the increasing concern of social media platforms such as Snapchat, Instagram, Twitter, etc., being utilized to distribute and possess child pornography images.

The RCMP’s National Child Exploitation Crime Centre is reporting up to five hundred new files a day, while Cybertip.ca, which is run by the Canadian Centre for Child Protection, has seen a 120 per cent increase in reports of children being victimized online compared to pre-pandemic rates.

Through ongoing investigation, the Brantford Police Service ICE Unit have arrested one additional man from Brantford and one man from Etobicoke. Investigators would like to thank members of the Toronto Police Service ICE Unit for their assistance with the search and arrest in Etobicoke.

Investigators allege that the suspects utilized their social media accounts to send images and video to other users. This content included children, some as young a two-years old, being sexually assaulted.

To date, Project Dilemma has resulted in the following search warrants executed and charges laid:
  • #21-43215 - January 31, 2022, at a residence on Marlborough Street 
  • #21-44328 - February 8, 2022, at a residence on Darling Street where a 22-year-old man from Brantford was arrested and charged with one count of possession of child pornography and one count of failure to comply with a judicial release order.
  • #21-44087 - February 17, 2022, at a second residence located on Darling Street 
  • #21-50022 - February 24, 2022, at a residence on Tollgate Road where a 45-year-old man from Brantford was arrested and charged with one count of possession of child pornography
  • 21-48849 – March 29, 2022, at a residence on William Street and at a residence in Etobicoke (Princeton Road), where a 19-year-old man from Etobicoke was arrested and charged with one count of possession of child pornography and one count of making child pornography available.
 
Additionally, to date, the efforts of Project Dilemma are responsible for:
  • 22 additional Court Orders
  • Seizure of 48 electronic devices (cell phones, computers, and other devices)   
 
Brantford ICE investigators believe that additional individuals will be arrested with charges laid as they continue their investigation and forensically examination of the seized electronic devices.

Project Dilemma was made possible by the Ministry of the Solicitor General and its continued funding through the Ontario provincial strategy to Protect Children from Sexual Abuse and Exploitation on the Internet.

The online exploitation of children continues to be a challenge for investigators due to its sheer volume, global reach, and anonymity. The Brantford Police Service, along with the Provincial Government, and our policing partners are committed to making a difference in our communities.

BPS Traffic Unit educating the public on licence plate renewals

On February 22, 2022, the Ontario Government announced they would be eliminating the fees for licence plates stickers. The Brantford Police Service have received many questions regarding the new information and the renewal of licence plates and/or stickers.

Drivers will no longer receive a licence plate sticker for passenger vehicles, light-duty trucks, motorcycles, and mopeds, but the law still states that you must renew your licence plate on a yearly basis.

Although the fee for the renewal of the licence plates has been eliminated, owners of motor vehicles are still required to renew their licence plates on a yearly basis. This renewal can be done online through the Service Ontario website. There is no charge for the renewal. To register your licence plates, you will require the plate number and the permit number from your motor vehicle ownership papers.

Once you complete your renewal online or in-person, law enforcement will be aware your licence plate has been renewed.

To renew your licence plate, you need the following: 

The Brantford Police Service understands there may be confusion surrounding these changes and are working to ensure this important information is shared with the public.

Officers with the BPS Traffic Unit will be conducting traffic stops during the month of April to educate the public on the new rules for the renewal of licence plates before enforcement of the legislation begins on May 1, 2022. Vehicles with licence plates that expired prior to the exemption in March 2020, as well as vehicles with temporary permits are still subject to enforcement.

BPS continue to investigate property damage with BB gun, seek information from public

Between Friday, April 1, 2022, and Sunday, April 3, 2022, Brantford Police Service received reports of residential property damage at five locations within the city. 

Each of the incidents involve the front window of a residential home being shot at with what appears to be an airsoft / BB pellet gun. 

The incidents are as follows:

All of the incidents resulted in property damage in the form of broken windows. Thankfully, no physical injuries occurred.

Officers with the Brantford Police Service are investigating these incidents and are working to identify suspect(s).

40-year-old Mount Pleasant man charged with stunt driving

A 40-year-old Mount Pleasant man stands charged with stunt driving after caught travelling 104 kms/hour in a 50 km/hour zone.

On Monday, April 4, 2022, at approximately 7:10 a.m., patrol officers with the Brantford Police Service were conducting road safety enforcement for speeding violations on Mount Pleasant Road near Pleasant Crescent.
This area is a posted 50km/hr zone. 

Police observed the motor vehicle travelling east bound on Mount Pleasant Road, at what appeared to be a high rate of speed. Officers utilized a radar speed monitoring device, and the vehicle recorded a speed of 104 km/hr in the posted 50 km/hr zone.

A traffic stop was conducted. 

As a result of the investigation, a 40-year-old man from Mount Pleasant stands charged with stunt driving under the Highway Traffic Act.

As required by law, as part of the offence of stunt driving, the vehicle was seized and towed for 14 days as part of the administrative suspension penalty and the accused was also issued 30-day administrative drivers license suspension.

Increased penalties for stunt driving


Effective April 1, 2022, the Ontario government has increased penalties for those caught stunt driving.

Drivers who are convicted of stunt driving in the province of Ontario must complete a driver improvement course within 60 days of conviction, or their licence will be cancelled.

Anyone caught driving 40 km/hr or more above the speed limit, where the speed limit is set at less than 80 km/hr, will face stunt driving charges.

In areas where the speed limit is above 80 km/h, a motorist will face stunt driving charges if travelling more than 50 km/hr above the limit.

Drivers also face a 30-day roadside driver’s licence suspension, and a 14-day vehicle impoundment.

The maximum fine for stunt driving in Ontario is $10,000. Convicted drivers could also face up to six months in prison.

27-year-old Brantford man facing stunt driving charges after travelling 201 kms/hour

A 27-year-old Brantford man has been charged with stunt driving and dangerous operation of a vehicle after travelling 201 kms/hour within the City of Brantford.

On Sunday, April 3, 2022, at approximately 9:15 p.m., patrol officers with the Brantford Police Service were conducting road safety enforcement for speeding violations on King George Road, between Powerline Road and Governors Road. This area is a posted 80km/hr zone. 

As the subject vehicle approached, police could hear the engine accelerating northbound, coming from Powerline Road, which is a posted 50 km/hr zone. The vehicle was then observed to be travelling at an excessively high and dangerous rate of speed. 

Using radar, police registered the vehicle travelling at a recorded speed of 201 km/hr in a posted 80 km/hr zone.

A traffic stop was conducted. 

As a result of the investigation, a 27-year-old man from Brantford was arrested and stands charged with the following:
Stunt Driving, contrary to the Highway Traffic Act 
Dangerous Operation of a Motor Vehicle, contrary to the Criminal Code
Speeding 201 km/hr in a 50 km/hr zone, contrary to the Highway Traffic Act

43-year-old Brantford man facing Voyeurism and Child Pornography related charges

A 43-year-old Brantford man has been charged with four counts of voyeurism and several child pornography related charges after hidden camera images were located on his cell phone.   
 
The partner of the accused notified police after she located several concerning videos of her son on the accused’s cell phone.
 
Investigation revealed that the accused had been secretly videotaping both his 14-year-old son and his common-law partner while they were engaged in washroom related activities including showering and changing clothes.
 
Further police investigation revealed that the accused had previous encounters of a sexual nature with the youth.
 
As a result of the investigation, a 43-year-old man from Brantford has been arrested and charged with the following Criminal Code violations:
  • Voyeurism X 4
  • Invitation To Sexual Touching
  • Printing/Publishing Child Pornography
  • Possessing Child Pornography
 
The accused was held for bail.
 
This investigation is ongoing.  Members of the Brantford Police ICE Unit (Internet Child Exploitation) are overseeing this investigation.
 
Please note, in an effort to protect the identity of the victim, the name of the accused has been withheld from release.
