BPS TIGER Unit seize over $113,000 in illicit drugs; Brantford man charged

On Wednesday, March 29, 2023, members of the Brantford Police Service Tactical Intelligence Generated Enforcement and Response Unit (T.I.G.E.R.) completed a drug trafficking investigation. 

As a result of the investigation, and with the assistance of the Brantford Police Service Emergency Response team, three Controlled Drugs and Substances Act search warrants were obtained and executed at addresses on Coachwood Drive, Colborne Street, and a motor vehicle, in the City of Brantford. 

A search of the locations resulted in the following items being located and seized:
  • Approximately 536 grams of suspected Methamphetamine, with an estimated street value of $80,370
  • Approximately70 grams of suspected Fentanyl, with an estimated street value of $27,840
  • Approximately51 grams of suspected Cocaine, with an estimated street value of $5,140

The total estimated street value of the illicit substances seized is $113,350.

As a result of this investigation, Randy Allen FLEICE, 57, of Brantford, was arrested and stands charged with the following:
  • Possession for the purpose of trafficking, contrary to the Controlled Drugs and Substances Act (fentanyl - schedule I)
  • Possession for the purpose of trafficking, contrary to the Controlled Drugs and Substances Act (cocaine - Schedule I)
  • Possession for the purpose of trafficking, contrary to the Controlled Drugs and Substances Act (methamphetamine - Schedule I)
  • Suspend Drive – motor vehicle x2 contrary to the Highway Traffic Act 
  • Drive while disqualified, contrary to the Criminal Code

CRIME BRIEF: March 28, 2023

Location:         Brant Avenue and Church Street

On Monday, March 27, 2023, at approximately 11:00 a.m., a dispute between a 15-year-old youth and a 26-year-old female was reported to have occurred at a Brant Avenue and Church Street location.

During the dispute, the accused is alleged to have struck, pushed, and punched the victim multiple times. 

The victim did not sustain any injuries as a result of the physical altercation. 

As a result of the investigation, a 26-year-old female stands charged with Assault contrary to the Criminal Code.

Location:         Roy Boulevard

On Monday, March 27, 2023, at approximately 12:30 a.m., officers with the Brantford Police Service were dispatched to a Roy Boulevard location after an alarm was reported to have been triggered.

Police had already been in the area for a separate report of suspicious parties and attended the scene. Officers discovered the rear door open and observed a suspect attempt to flee the premises. The suspect was arrested without incident.

A search of the premises located a second suspect who was hiding. This suspect was also taken into custody.

As a result, a 35-year-old man and a 32-year-old woman from Brantford, each stand charged with one count of Breaking and Entering contrary to the Criminal Code.

Location:         Shellard Lane

On Saturday, March 25, 2023, at approximately 7:00 a.m., officers received a report of an assault that had occurred at a Shellard Lane location.

Police were advised that while a man was inside a convenience store located at Shellard Lane and Blackburn Drive, a man is alleged to have attempted to gain entry to the victim’s parked vehicle. When the victim confronted the accused, he is alleged to have been assaulted. The victim sustained minor injuries.

The accused is reported to have left the scene on foot, and attended a nearby home, located on Bricker Court, where he caused a disturbance, hitting the door and yelling at the resident inside the home.

Officers attended the scene and attempted to arrest the accused. The accused resisted arrest.

As a result, a 21-year-old man from Paris, stands charged with the following Criminal Code violations and was held for bail: 
  • Assault
  • Cause Disturbance 
  • Resist Arrest


BPS arrest five suspects after armed home invasion

The Brantford Police Service arrested and charged four men and one woman in connection with a home invasion. 

On Thursday, March 23, 2023, at approximately 1:45 a.m., officers with the Brantford Police were dispatched to attend a residence located on Anderson Road after receiving a report of a home invasion robbery.

Investigation revealed that four male suspects, armed with firearms, entered the Anderson Road residence, where it is reported, they assaulted, robbed, and forcibly held two male victims before fleeing the scene in a vehicle driven by a female suspect. No other residents were home at the time of the incident. 

Officers quickly located the suspect vehicle nearby and conducted a traffic stop. All five suspects were occupying the vehicle and were arrested without incident. 

Search incident to arrest located the following:
  • Approximately 4.2 grams of suspected crack cocaine
  • Approximately 2.1 grams of suspected cocaine
  • Two Air Soft Replica Rifles 
  • Canadian Currency

Additionally, information received indicated that four of the accused were in violation of a number of judicial release orders including multiple firearms prohibition orders.

The male victim was treated by Emergency Medical Services for minor physical injuries. 

Brantford Police Service’s High Enforcement Action Team (H.E.A.T) assisted patrol with the investigation. As a result, four men and one woman, stand charged with the following violations of the Criminal Code and the Controlled Drugs and Substances Act:

Matthew ROSE, 32, from Burlington, stands charged with:
  • Break, Enter Dwelling House – Commit Indictable Offence
  • Forcible Confinement x 2
  • Robbery with a Firearm 
  • Assault x 2
  • Intimidation – Use Violence x 2
  • Point Firearm
  • Possession of Weapon for Dangerous Purpose
  • Firearm or Weapon: Possession Contrary to Prohibition Order

A 57-year-old man from Toronto stands charged with: 
  • Break, Enter Dwelling House – Commit Indictable Offence

  • Robbery with a Firearm

  • Point Firearm
  • Possession of Weapon for Dangerous Purpose

Location:         North Park Street

On Sunday, March 19, 2023, at approximately 4:30 p.m., a report was received regarding an alleged assault that occurred at a North Park Street location after a verbal dispute between two men escalated to become physical. 

The victim sustained minor physical injuries.

As a result, a 34-year-old man from Kitchener was arrested and stands charged with one count of Assault contrary to the Criminal Code.

On Thursday, March 16, 2023, at approximately 11:30 p.m., officers with the Brantford Police Service were dispatched to attend a report of an assault which had occurred at a Colborne Street location.

It was reported to police that a man had become verbally and physically assaultive with the driver of a taxi while being driven to a Colborne Street destination.

The victim sustained minor physical injuries.

Officers attended and located the accused. 

After investigation, a 67-year-old man from Brantford was arrested and stands charged with one count of Assault contrary to the Criminal Code.

Location:         Fifth Avenue

On Thursday, March 16, 2023, at approximately 7:15 p.m., officers with the Brantford Police Service were dispatched after receiving a call to report a woman had been assaulted at a Fifth Avenue location.

Officers attended and investigation revealed that the accused was reported to have assaulted the female victim in the hallway of a Fifth Avenue apartment building. Allegedly, threatening the victim before proceeding to strike her several times with a hammer and spray her with pepper spray.

The victim received minor injuries from the assault.

Officers attended the scene, located, and arrested the accused.

As a result of this investigation, a 29-year-old woman from Brantford, stands charged with the following Criminal Code violations: 
  • Assault with a Weapon (hammer) 
  • Possession of Weapon for Dangerous Purpose 
  • Criminal Harassment- beset and watch 
  • Administer Noxious Thing 
  • Assault with a weapon (pepper spray) 
  • Uttering threats to cause death or bodily harm 

The accused was held for bail.

Incident:          23-11200
Location:         Middleton Street

On Thursday, March 16, 2023, at approximately 12:05 p.m. officers with the Brantford Police Service were conducting road safety enforcement in the area of Henry Street and Middleton Street as complaints have been received from the public to advise this area is subject to fast and aggressive drivers.

Officers observed a vehicle travelling eastbound on Henry Street at a recorded rate of 115 km/hr. in a posted 60 km/hr. zone.

A traffic stop was conducted, and a 33-year-old man stands charged with the following Highway Traffic Act offences:
  • Drive motor vehicle-perform stunt-speeding by 40 or more kilometres per hour in a zone less than 80 km/hr
  • Speeding 115 km/h in a 60 km hour zone 

Additionally, the accused’s vehicle was impounded, his driver’s licence was seized roadside, and he was served with an automatic 30-day administrative Driver’s Licence suspension.

Brantford police warn residents about sextortion scam

March is Fraud Awareness Month, and the Brantford Police Service are working to increase awareness of various scams impacting members of our community. We are issuing a public warning regarding the exchange of intimate photos or engaging in intimate encounters online after recently receiving several reports of sextortion.

Sexting material can be used to exploit, bully and blackmail individuals. Sexting is when an individual sends a sexually explicit photo, video, or message to another person by phone or computer. Sextortion is when someone threatens to send your sexually explicit photo, video, or message to other individuals if you do not provide them with more sexual content or financial compensation.

It is illegal for an adult to distribute any intimate image of another adult without that person’s consent. Sharing a sexually explicit image of a child is always illegal.

Often, sextortion cases remain unreported due to the sensitive nature of the images and the victim may often be too embarrassed to file a report. Youth may also be hesitant to seek adult assistance and will often comply with threats to try and manage the situation on their own.

Parents/guardians are encouraged to have conversations with their children about the risks associated with using technology to experiment sexually and the potential risk of blackmail/extortion. Parents should also talk with their children about deleting and blocking unsolicited messages or communications from unknown persons online, as well as being careful who they add to social media.

If you find yourself in a situation where you are being extorted:
  • Immediately stop all communication. Deactivate (but do not delete) any of the accounts you are using to communicate with the individual.
  • For youth – Ask a parent or guardian for assistance.
  • DO NOT comply with the threat. In other words, never pay money and never send additional photos. The situation will NOT get better by doing either of these things. If money has been paid, check to see if it has been collected and, if not, quickly cancel the payment.
  • Keep the correspondence. Keep information such as the person’s username(s), social media account information, a copy of the communications, along with any images and/or videos that were sent.

CRIME BRIEF: March 15, 2023

Location:         Sinclair Boulevard

On Sunday, March 12, 2023, at approximately 1:30 a.m., officers with the Brantford Police Service were dispatched after receiving a call from a concerned citizen to report a possible impaired driver at a fast-food restaurant located at Sinclair Boulevard and Garden Avenue.

It was reported that the driver had passed out behind the wheel and was unable to be awakened. 

Officers attended and located the vehicle and the accused, who showed signs of impairment.

The accused was arrested and transported to provide samples of breath as required by law. Both samples were over the legal limit.
  
As a result, a 46-year-old man from Ohsweken stands charged with the following Criminal Code charges:
  • Impaired Driving 
  • 80 Plus  

Additionally, the vehicle was impounded, and the driver’s licence of the accused was suspended.

Location:         Chatham Street

On Saturday, March 11, 2023, at approximately 5:15 p.m., officers with the Brantford Police Service were dispatched to attend a location on Chatham Street in regard to an offensive weapons call. 

It was reported that a man attended the residence and brandished a large machete. Further information indicated a physical altercation occurred between the accused and a male victim. The accused then left the location in a vehicle.

No physical injuries were sustained as a result of the incident. 

Officers attended and located the accused nearby. The accused was arrested, and the weapon alleged to have been used in the offence was located.

Information received indicated the accused was in violation of a valid probation order.

As a result of the investigation, a 24-year-old man from Brantford stands charged with the following Criminal Code offences: 
  • Assault with a Weapon 
  • Possession of a Weapon for a Dangerous Purpose 
  • Breach Probation of Probation 
  • Cause Disturbance 
 
The accused was held for bail.

Location:         Brier Park Road
 
On Friday, March 10, 2023, at approximately 9:45 p.m., officers with the Brantford Police Service were dispatched to attend a single motor vehicle collision near the intersection of Applewood Drive and Brier Park Road, where a vehicle was reported to have hit a tree.  

Officers attended and located the accused, who was being treated by paramedics for minor injuries.

Speaking with the accused, officers observed signs of impairment. 

Officers also observed several open cannabis containers and alcohol containers in clear view within the vehicle. 

The accused was arrested and transported to provide samples of breath, as required by law.

Both samples provided were over the legal limit.

As a result of the investigation, a 39-year-old man from Paris, stands charged with the following: 
  • Operation While Impaired - Blood Alcohol Concentration contrary to the Criminal Code
  • Careless Driving contrary to the Highway Traffic Act
  • Drive Vehicle or Boat with Cannabis Readily Available contrary to the Cannabis Control Act
 
Additionally, the vehicle was impounded, and the driver’s licence of the accused was suspended.

Location:         Colborne Street

On Thursday, March 9, 2023, while conducting routine patrol in the area of Colborne Street, officers with the Brantford Police Service observed a vehicle travelling erratically and conducted a traffic stop.  

Speaking with the driver, officers observed signs of impairment. A roadside screening was conducted to determine sobriety. The accused failed the test and was arrested.

The accused was then transported to provide additional samples of breath as required by law. Both samples provided were double the legal limit.

As a result, a 27-year-old man from Brantford stands charged with Operation while Impaired - Blood Alcohol Concentration contrary to the Criminal Code.

Additionally, the vehicle was impounded, and the driver’s licence of the accused was suspended.

Location:         Market Street South

On Monday, March 6, 2023 at approximately 10:15 a.m., officers with the Brantford Police Service were dispatched to attend a Market Street South location after receiving a call to report a suspicious vehicle. 

Officers attended and confirmed the vehicle had been reported stolen from another jurisdiction. A man and woman were occupying the vehicle and were arrested without incident. The vehicle was recovered. 

Information received indicated both of the accused were in violation of valid probation orders.

As a result, a 34-year-old man and a 31-year-old woman from London each stand charged with the following Criminal Code violations:
  • Possession of Stolen Goods Over $5,000
  • Breach of Probation

The accused were both held for bail.

Location:         Colborne Street East at Clara Crescent

On Tuesday, February 28, 2023, at approximately 12:45 p.m., officers with the Brantford Police Service were conducting speed enforcement on Colborne Street East at Clara Crescent when a motorist was observed travelling at a very high rate of speed.

The vehicle was travelling at a recorded speed of 113 km/hr in a 50km/hr zone.

Officers attempted to conduct a traffic stop however, the vehicle failed to stop for police.

Investigation revealed that the driver of the vehicle was an unlicensed minor who stands charged with multiple offences. Charges were officially laid on March 11, 2023. 

As a result of this investigation, the accused, a 15-year-old youth, stands charged with the following Highway Traffic Act violations: 
  • Drive Motor Vehicle - Perform Stunt - Speeding in excess of 40 km/hr 
  • Speeding - 113 km/h in a 50 km/h zone 
  • Careless Driving 
  • Speeding - 80 km/h in a 60 km/h zone 
  • Drive Motor Vehicle - No Licence 
  • Escape by flight - willfully engaging in police pursuit 

MISSING: Kayla FRONCISZ

The Brantford Police Service are seeking the public’s assistance to locate missing person, 33-year-old female, Kayla FRONCISZ.

FRONCISZ was reported missing on March 8, 2023, and was last seen November 2022. Kayla is of no fixed address and there are concerns for her well-being.   
The Brantford Police Service is requesting assistance from the public to locate the missing person.

FRONCISZ is described as a white female, short, heavy set, with bleach blonde hair and brown eyes.  A clothing description is not available.

BPS arrest 24-year-old Brantford woman for doula fraud

As a result of a Brantford Police Service investigation, a 24-year-old Brantford woman is facing a number of charges related to fraudulently seeking the assistance of registered Doulas from across Ontario for false pregnancies and stillbirths.

Between June 19, 2022, and February 17, 2023, the accused is alleged to have sought the assistance of registered Doulas across Ontario for false pregnancies/stillbirths.

A Doula is a woman who is employed to provide guidance and support to a woman during labour, often done virtually and in person.

On Monday, March 13, 2023, the accused was arrested and charged. Charges are related to offences which are alleged to have occurred in multiple communities within Ontario, with a number of victims identified. The accused is currently remanded in custody. This investigation is active and ongoing. As the information is before the courts, additional details cannot be provided at this time. 

As a result of the investigation, Kaitlyn BRAUN, 24, from Brantford stands charged with the following Criminal Code violations:
  • Criminal Harassment x 10
  • False Pretenses x 12
  • Fraud x 4
  • Sexual Assault x 3
  • Indecent Act x 3

33-year-old man facing charges after disturbance

A 33-year-old Brantford man is in police custody and facing charges in relation to an alleged assault which is reported to have occurred after attempting to gain entry to the victim’s residence during a disturbance. 

On Sunday, March 12, 2023, at approximately 4:00 p.m., officers with the Brantford Police Service responded to a residence located on Charing Cross Street near Sydenham Street after receiving a report of a weapons related disturbance in progress.

Officers quickly arrived on scene. Having received a report that firearms were present and involved in the disturbance, the local area was closed to pedestrian and vehicular traffic.

Investigation revealed the accused was refused entry to the victim’s residence and allegedly proceeded to kick the door in an attempt to gain entry. It was reported that a fight between the two men followed after the victim opened the door. The accused sustained non-life-threatening injuries and was transported to hospital for treatment. The victim did not sustain any physical injuries.  

No firearms were located.

Area traffic resumed at approximately 6:00 p.m.

As a result, a 33-year-old man from Brantford is now in custody and stands charged with the following Criminal Code violations: 
  • Assault Cause Bodily Harm
  • Break and Enter with Intent
  • Breach of Probation

The accused was held for bail and served with a Notice of Possible Cancellation of Existing Forms of Bail.

As the information for the accused has not yet been sworn to in court, the identity of the accused cannot be released.

Location:               Colborne Street East 

On Sunday, March 5, 2023, at approximately 12:15 a.m., a report was received to advise of a dispute within a bar located on Colborne Street East near Kiwanis Way. Two individuals were reported to be intoxicated and the dispute is alleged to have occurred when they were denied service and asked to leave.

Officers arrived on scene and located the two accused within a motor vehicle. The accused attempted to drive away and were stopped by police. 

Officers observed signs of impairment when speaking with the driver, who was subsequently arrested for impaired operation.

The driver refused to provide samples of his breath, as required by law.

As a result, a 27-year-old man from Niagara Falls, New York, stands charged with the following: 
  • Operation While Impaired - Alcohol and Drugs, contrary to the Criminal Code
  • Failure or Refusal to Comply with Demand, contrary to the Criminal Code 
 
The occupant of the vehicle is alleged to have assaulted an employee of the establishment during the dispute and was also placed under arrest.
As the accused was being escorted to the police cruiser, she became assaultive with the officer.

As a result, a 40-year-old female from Niagara Falls, New York, stands charged with the following:
  • Assault, contrary to the Criminal Code
  • Assault a Peace Officer, contrary to the Criminal Code
  • Resist Arrest, contrary to the Criminal Code, and 
  • Being Intoxicated in a Public Place, contrary to the Liquor Licence and Control Act 

Both accused were held for bail as they are not residents of Canada. The vehicle was impounded.

Location:         Fifth Avenue

On Friday, March 3, 2023, at approximately 11:30 a.m., officers with the Brantford Police Service were dispatched to attend an assault related call at a Fifth Avenue location.

A verbal dispute which escalated to become assaultive, is alleged to have occurred between two women.

Officers attended, and as a result, a 23-year-old female and a 27-year-old female, both of Brantford, were arrested and each stand charged with Assault, contrary to the Criminal Code.

Location:         Hardy Road at Wright Street

On Tuesday, February 28, 2023, at approximately 8:00 a.m., officers with the Brantford Police Service were conducting speed enforcement on Wright Street at Hardy Road when a motorist was observed travelling at a very high rate of speed. 

The motor vehicle was recorded travelling at 119 km/hr. in a 50km/hr. zone.

A traffic stop was initiated, and further investigation revealed that the permit for the vehicle had expired. The accused was also not able to produce a valid insurance card for the motor vehicle.

As a result, a 26-year-old man from Brantford stands charged with the following:

  • Driver motor vehicle preform stunt - speeding by 40 or more km/hr.

  • Drive Motor Vehicle – no currently validated permit, contrary to the Highway Traffic Act
  • Fail to Surrender Insurance card, contrary to the Highway Traffic Act

Additionally, the vehicle was impounded for 14 days, and the driver’s licence was suspended for 30 days.
