BPS Investigate Pharmacy Robbery
Incident #20-13379
On Thursday, April 9, 2020 at approximately 5:45 p.m. Brantford Police Service responded to a 9-1-1 call regarding a pharmacy robbery in the area of Colborne Street and Dalhousie Street.
A male suspect with his face concealed, entered the pharmacy and hid behind the pharmacy counter. The suspect was armed with what appeared to be a pellet rifle and demanded Fentanyl and Hydromorphone from staff. Staff complied and the suspect obtained an unknown amount of Hydromorphone tablets and several Fentanyl patches.
After a brief confrontation between the suspect and a customer, the male suspect fled on bicycle. The customer and pharmacy staff who were present at the time of the incident were unharmed.
Brantford Police Service K9 Unit attended the scene to assist with the investigation.
Suspect Information: Caucasian male, approximately 5’8”, average build, wearing a black jacket, black hoodie, blue jeans a green baseball hat and carrying a red hiking style backpack with white stripes and silver straps. The suspect was observed in surveillance video riding a red or maroon coloured mountain bike to flee the scene.

Coronavirus infections are diagnosed based on laboratory testing. A specific test for COVID-19 has been developed to confirm an infection, if one is suspected. Testing is done by taking a swab from the back of the nose or throat. An assessment is done prior testing to determine if it is necessary based on symptoms and potential exposures.

The Brant Community Healthcare System is grateful to the many generous members of our community who have stepped forward with offers of personal protective equipment (PPE) for our staff and physicians. Our staff are safe and currently have the right PPE to do their jobs but COVID-19 demands can change quickly. How are the municipal and provincial orders put in place during the COVID-19 pandemic being enforced?
Contraventions of the Emergency Management and Civil Protections Act (EMPCA) and/or City of Brantford By-law violations will result in the attendance of a City By-law Officer or Brant County Health Unit Inspection Officer, supported by a member of Brantford Police Service or Ontario Provincial Police (if warranted).
Should the City of Brantford institute any additional by-laws, they will be enforced by the City of Brantford’s By-law Enforcement Officers and supported by Police, if warranted.
The severity of each infraction in relation to the potential risk to public health and the spread of COVID-19 will be considered when taking enforcement action. Consistent with existing enforcement approaches, a graduated approach to compliance will be implemented. This could include providing educational messaging or warnings to members of the public regarding the emergency orders and, if compliance is not obtained, the issuance of a ticket under the Part I of the Provincial Offences Act or a summons under Part III of the Act.
What is the difference between mandatory isolation and quarantine?
The Government of Canada has put an Emergency Order in place under the Quarantine Act that applies to all travellers arriving in Canada from outside of the country, in order to slow the spread of COVID-19 in Canada.
TRAVELLERS WITH SYMPTOMS - Mandatory Isolation
If you have recently returned to Canada and have symptoms, you must self-isolate. This is mandatory. If required, immediate medical attention will be provided upon arrival in Canada.
Mandatory isolation means you MUST:
•Go directly to the place where you will isolate, without delay, and stay there for 14 days
•Go to your place of isolation using private transportation only, such as your personal vehicle
•Stay inside your home
•Not leave your place of isolation unless it's to seek medical attention
•Do not go to school, work, other public areas or use public transportation (e.g., buses, taxis)
•Stay in a separate room and use a separate bathroom from others in your home, if possible
•Not have visitors and limit contact with others in the place of isolation , including children
•Not isolate in a place where you will have contact with vulnerable people such as older adults and individuals with underlying medical conditions
•If your symptoms get worse, immediately contact your health care provider or public health authority and follow their instructions.
If you have symptoms but do not have a place to isolate, you will be required to isolate for 14 days in a facility designated by the Chief Public Health Officer of Canada. Violating any instructions provided to you when you entered Canada could lead up to six months in prison and/or $750,000 in fines.
TRAVELLERS WITHOUT SYMPTOMS - Mandatory Quarantine (mandatory self-isolation)
If you have recently returned to Canada and have no symptoms, you must quarantine (self-isolate) yourself. This is mandatory. You are at risk of developing symptoms and infecting others.
This means you MUST:
•Go directly to your place of quarantine, without delay, and stay there for 14 days
•Do not go to school, work, other public areas and community settings
•Monitor your health for symptoms of COVID-19
•Arrange to have someone pick up essentials like groceries or medication for you
•Do not have visitors
•Stay in a private place like your yard or balcony if you go outside for fresh air
Keep a distance of at least two arms lengths (approximately two metres) from others
You can take public transportation to get to your place of self-isolation after you arrive in Canada, but you must not stop on the way home and practice physical (social) distancing of being 6 ft apart from others at all times. Violating any instructions provided to your when you entered Canada could lead up to six months in prison and/or $750,000 in fines.
If you develop symptoms within 14 days:
•isolate yourself from others
•immediately call a health care professional or the Brant County Health Unit and:

How do I report a violation of COVID-19 orders in place?
On March 28, 2020 the Ontario government issued a new emergency order under the Emergency Management and Civil Protection Act to prohibit organized public events and social gatherings of more than five people, effective immediately. On March 30th, 2020, the City of Brantford issued an order to temporarily close all City-owned playgrounds and other outdoor amenities effective immediately. Complaints Relating to Self-Isolation or Quarantine
On March 25, 2020 the Government of Canada invoked the Quarantine Act. This requires all travelers returning to Canada – with the exception of what the federal government is calling "essential workers” – enter a mandatory 14-day period of isolation, regardless of whether any symptoms of COVID-19 are present. BPS Investigate Stabbing Incident

On Monday, April 6, 2020 at approximately 5:30 a.m. Brantford Police Service responded to an assault in the area of Murray Street and Sarah Street where a male and a female were accosted by three unknown suspects.
Brantford Police Service K9 Unit attended the scene to assist with the investigation.
Resulting from the incident, a 29 year old female victim was stabbed and sustained injuries that required hospital care. A 23 year old male victim sustained minor injuries.

BPS Investigate Home Invasion

On Monday, April 6, 2020 at approximately 12 a.m. Brantford Police Service attended to a residence in the area of Shellard Lane and Conklin Road after receiving a report of a home invasion.
Unknown suspects were able to steal multiple firearms, jewelry and a substantial amount of cash.
Two occupants of the home who were present at the time of the incident were unharmed.

Public Advisory - Suspicious Male
Incident #20-12531
On April 2nd, 2020 just after 8:30 p.m. two 16 year old females were walking south on Shellards lane at the intersection of Diana Avenue, within the City of Brantford. The females observed a small white four door sedan driving east bound on Diana Avenue. A lone male occupant described as being in his mid to late 20’s, Middle Eastern, with dark hair and a dark coloured beard drove by, stopped and then waved the two females towards his car. The females ignored the males’ gesture and continued walking
The vehicle continued and was observed conducting a U-Turn attempting to follow the females.
The females advise that while on Shellard’s Lane and Flander’s Drive, the male exited the motor vehicle and approached them. The suspect male was now observed to be wearing a blue long sleeve shirt with grey sweatpants.
The male then approached the females and asked for their names, they ignored the male and continued to attempt to walk away, when the suspect male grabbed one of the females arms from behind. A group of bystanders observed the incident and offered to
assist. The male suspect walked back to his car and drove away.
The Brantford Police Service wants to make the public aware of this incident and that we are currently conducting an investigation into similar occurrences in February and March 2020 and are appealing for the publics assist in identifying the suspect.

Brantford Police Service is investigating two incidents of a similar nature and is seeking the public’s assistance in identifying a suspicious male and vehicle. The two incidents involved a suspicious unknown male who approached young females. The incidents occurred on February 11, 2020 and January 29, 2020.
Incident: 20-4190
The Brantford Police Service received a call to report that, on January 29, 2020 at approximately 8:40 pm, an unknown male in a vehicle approached two females, aged 21 and 20, in the area of the parking lot of 50 Market Street South. While in his vehicle, the male followed the females as they left the area. The male repeatedly asked the females for their contact information and/or social media accounts. The male left the area but was seen again by the females a short time later, this time on foot. The male approached the female again; however they were safely able to leave the area.
The suspicious male is described as non-white / light brown skin, mid-to-late 20’s, approximately 5’8”, medium build, with a facial beard trimmed short. The male was wearing dark sweat pants and a dark zip-up sweater with white on the side and the hood over his head.
The male was seen driving a white, 4-door sedan.

Brantford Police Service received a call to report that on February 11, 2020 at approximately 3:00 pm, a suspicious male in a vehicle approached two 13 year old females in the Conklin Rd area and asked them if they would like a ride. The two females were able to safely leave the area.
The suspicious male has been described as non-white / light brown skin, approximately 25 years of age, wearing a button down shirt. The male was driving a white 4-door vehicle.

PUBLIC ADVISORY - Kareem Zedan - Arrested

Please be advised that earlier today, April 2, 2020 the Thunder Bay Police Service has located and arrested Kareem Zedan. BPS has been working in conjunction with OPP and Thunder Bay Police Service and would like to thank our enforcement partners for their work in this matter.
Previous Public Advisory:
The Brantford Police Service is aware of the escape of Kareem Zedan, Wednesday evening from the Thunder Bay District Jail. Our service learned of this today and we are working alongside the OPP in sharing information with Thunder Bay PS to help locate and arrest Zedan.
Zedan was arrested March 24, 2020 in Thunder Bay and charged with two counts of first degree murder in the deaths of Brantford residents Larry Reynolds, 64 and Dorothy Lynn VanEvery, 62.

Crime Brief - April 2, 2020
Type: Impaired- Alcohol
Incident: 20-12000
Location: Veterans Memorial Parkway
Incident: On Sunday March 29, 2020 just after 1:00 a.m. Brantford Police Service responded to a 9-1-1 call regarding a single motor vehicle collision on Veterans Memorial Parkway and Mount Pleasant Street. Community Patrol Officers attended to the scene where they located a rolled over vehicle and the driver. While dealing with the driver Officers observed signs of impairment and he was arrested. The driver was assessed by Emergency Medical Services and transported to hospital as a precaution. The accused subsequently provided samples of his breath as required by law. The accused samples were 3x the legal limit. A 24 year old Mississauga male has been charged with Impaired Operation and 80 Plus under the Criminal Code. The accused licence was suspended for 90 days and his vehicle was impounded for 7 days.

Incident:On Monday March 30, 2020 just before 11:00 p.m. Brantford Police responded to a 9-1-1 call regarding a firearm and altercation at an address on Locks Road. Three males had attended to the residence in order to conduct a drug transaction. During the transaction an argument ensued and a physical altercation broke out with members from the residence. During the altercation one of the accused males from the vehicle brandished a firearm and pointed it at the residents. The three suspects fled the area in a vehicle. Community Patrol Officers attended to the area where they located the victims who were not injured as a result of the incident. With the assistance of the O.P.P. the three suspects were located and arrested without incident. As a result of the investigation police located and seized, a replica .357 magnum handgun, a .22 caliber restricted handgun (with defaced serial number), .22 caliber ammunition, marihuana (approx. $6,000 street value), hash (approx. $400 street value), psilocybin mushroom (approx. $2000 street value), Canadian currency, digital scale and fraudulent identification. As a result of the investigation three males are facing the following charges:

Incident:On Monday March 30, 2020 just after 11:00 a.m. Brantford Police Service responded to a suspicious person on Colborne Street. An unknown person had been seen looking through vehicle windows and had broken into a shed at the rear of a residence. Community Patrol Officers attended to the area where they located and arrested the male without incident. Investigation revealed that the accused was in possession of break and enter instruments and stolen property. Further investigation revealed the accused to have been in possession of a vehicle that had previously been reported stolen to police. The accused was also found to be in possession of a small amount of suspected methamphetamine and crack cocaine. The accused was currently on a court order with conditions that he was contravening. A 41 year old Brantford male is charged with:

Incident:On Wednesday April 1, 2020 just after 2:00 a.m. Brantford Police responded to a 9-1-1 call regarding a suspicious person on St Paul Ave. Two unknown people were seen looking into and at vehicles on St Paul Ave. One of them was seen crawling underneath a parked vehicle and began to do something to the vehicle. Prior to police arrival the suspects fled on foot. Community Patrol Officers attended to and searched the area where the suspects were located hiding in the rear yard of a property on Dufferin Ave. Investigation revealed that the two suspects were in possession of Break-In Instruments including a sawzall that they were using to cut off the catalytic converter of the parked vehicle. Further investigation revealed that one of the accused was currently bound by a court order with conditions. A 38 year old Brantford male is charged with Mischief Under $5000, Theft Under $5000, Trespass at Night and Possess Break-In Instruments under the Criminal Code. A 42 year old Brantford female is charged with Mischief Under $5000, Theft Under $5000, Trespass at Night, Possess Break-In Instruments and Breach of Probation.

Brantford Police Service Maintains National Re-Accreditation by CALEA
Brantford, ON – The Brantford Police Service was awarded national re-accreditation on March 21, 2020 by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA). The Brantford Police Service was first accredited in 2004.
Following a multi-year self-assessment phase and a meticulous site-based assessment of community engagement, policy, procedures, equipment and facilities by CALEA assessors, the Brantford Police Service was required to appear before CALEA’s 21-member Board of Commissioners where the commission reviews all findings and determines the accreditation status.
Due to the COVID-19 pandemic, the scheduled CALEA conference and hearings, where agencies are formally awarded, was cancelled. Agencies did however appear before the commission in an online webinar format. On Saturday, March 21, the CALEA Commission voted to approve re-accreditation of the Brantford Police Service. CALEA President Anthony Purcell and Executive Director W. Craig Hartley, Jr. will formally award Brantford Police Service with re-accreditation, signifying excellence in public safety and commitment to community. This is Brantford Police Service’s 6th award of national accreditation.

As the situation related to COVID-19 continues to quickly evolve, the Brantford Police Service has been working closely with our City of Brantford Emergency Management partners in response to the COVID-19 pandemic including the County of Brant, Six Nations, Brant County Health Unit and the Brant Community Healthcare System.
We have been taking advice from public health officials and making decisions that balance our need to provide community safety with maintaining the health and safety of our members.
Policing personnel are conducting active screening, in the course of our duties, for potential risks of COVID-19 with everyone entering our police facility to ensure the safety and well-being of all other individuals. Currently, there are no changes to our frontline operations.
Police Services
Q. How can I file a police report?
If you have an emergency – an immediate threat to life or property – please call 911.
Non-emergencies can be reported by calling 519-756-0113.
Many incidents can be reported using our online reporting system www.brantfordpolice.ca such as Damage to Vehicle or Property under $5,000, Driving or Parking Complaints, Traffic Issues or Concerns, Graffiti, or Theft or Fraud Under $5,000.
Q. Can I go to the police station to make a report?
In an effort to protect the health and well-being of our members, we are asking members of the public to refrain from attending the station unless in an emergency situation. Please note that should you be attending the station for an emergency reason and need to provide payment, cash transactions are not being accepted at this time. Payment can be made via debit, mastercard or visa.
Q. How can I get a Criminal Record Check, a Criminal Record and Judicial Matters Check or a Vulnerable Sector Screening?
At this time due to the COVID-19 virus outbreak, our office is not accepting in-person applications for police checks or facilitating civilian fingerprints. During this time, we encourage all applicants to apply for police checks using the Online Police Background Records Check portal. To locate the portal, please select the Links heading and choose Police Records Check. You will find it in the Useful Links box. All record checks that pass authentication will be automatically mailed out when completed.
Please note: If you are under the age of 21 or have limited credit history, you can still pay for and submit your application online to have the process started. If you fail to authenticate or require fingerprints, we will not be able to complete your application until the office is fully operational again. You may show your employer/volunteer organization your receipt, as proof of your application, and have them refer to our website for confirmation of our limited access.

Q. Can I pick up my property?
Please contact the Property Unit Clerks by calling 519-756-0113 ext. 2217 between 8:00 a.m. and 4:00 p.m Monday to Friday regarding any questions you may have and to arrange a suitable time to pick up your property.
Q. I need to attend a Collision Reporting
Centre, are they open?
Yes. However, the Collision Reporting Centre has amended hours of operation to 10:00 a.m. to 6:00 p.m. Monday to Friday and are now closed on Saturdays until further notice.
Screening methods have been put in place to ensure the health and safety of the public and their employees. These may include instructing citizens to remain outside in their vehicles to await a CRC staff member, putting restrictions on who can attend, increased sanitization, not handling customer documents, and encouraging social distancing.
Protecting Yourself
Q. What should I do if someone comes to my house, calls me or sends a text asking for donations or selling products and services?
We would like to remind the public to be extra vigilant when it comes to those trying to sell or provide products or services associated to COVID-19. Reliable, accurate and up-to-date information is provided through local public health officials. Anyone who believes they have been approached or contacted by someone who is misrepresenting themselves in an effort sell goods or services should report to police online at www.brantfordpolice.ca
Staffing & Screening
Q. Are there enough police officers to keep the city safe?
Brantford Police Service members have been provided with the same direction as the public when it comes to travel, self-isolation, and self-monitoring.
It is not in the interest of community safety for us to disclose our exact deployment numbers but we can say, at this time, this direction has impacted an extremely small number of members and we have not had to make any changes to our frontline policing services.
Prior to COVID-19, the Brantford Police Service had plans in place to address staffing needs during a public crisis or emergency. These plans include repurposing of resources, modifying members’ shifts, and adjusting our service delivery model. All of these steps would allow us to maintain public safety and respond to emergency calls for service. We have not had to make these adjustments to date.
Q. Is the Brantford Police Service screening those in custody?
We will not speak to any specific cases but we can say that every person in police custody is screened at least three times: upon arrest, at the division, and again when they are transported to court by a supervisor. These screenings include such questions as: do you have symptoms, have you travelled, have you been quarantined, etc. We continue to work with our emergency management partners to ensure our screening is the most effective it can be in determining the well-being of people in our custody to prevent possible exposure to our members and those who work along side us in the justice system.
Regarding releasing people rather than remanding, if we can release someone from custody we will, but our priority is on the safety of the public. If necessary, we have and will continue to seek opportunities to limit exposure to those who are in custody and will remain so throughout the court process.
Enforcement Practices
Q. Has there been a reduction in crime or have police officers stopped making arrests?
There has been no change in the operational direction provided to our members.
We are not experiencing a significant change to our calls for service, however; we are asking the public to please not call 911 unless there is an immediate threat to life or property. Any questions related to COVID-19 should be directed to local public health officials.
Q. How do I report groups of people who are not practicing self-isolation and social distancing?
At the present time, the Emergency Management and Civil Protections Act only provides authority to police services to address groups of 50 or more who are congregating in violation of the Act.
The federal government has requested that everyone who has been abroad or in the United States is to remain at home for 14 days, even if no symptoms are present.
The Brantford Police Service has received complaints of people who have recently returned to Canada but are not self-isolating. As per current regulations, these complaints are required to be directed to the Brant County Health Unit at 519-753-4937 or www.bchu.org Please do not call 9-1-1 or the Brantford Police Service to report these occurrences. Officers from the Brantford Police Service will assist the Brant County Health Unit to address these situations as required.
We wish to thank the many citizens who are acting responsibly and have been practicing self-isolation and social distancing. It is extremely important that we continue these actions to stop the spread of COVID-19.
BRANTFORD HOMICIDE SUSPECT ARRESTED IN THUNDER BAY
(LONDON, ON) – The Ontario Provincial Police (OPP), in a joint investigation with Brantford Police Service and under the direction of the OPP Criminal Investigation Branch (CIB), have arrested an individual in connection with a double-homicide in the City of Brantford last summer.
On July 18, 2019, Dorothy Lynn VANEVERY, 62-years-old and Larry REYNOLDS, 64-years-old, were found deceased in their home on Park Road South in Brantford.
The accused, Kareem ZEDAN, 22-years-old of Pickering, was arrested in Thunder Bay on March 24, 2020, and is charged with two counts of First-Degree Murder (Criminal Code Section 235(1)).
The accused remains in custody with a scheduled appearance by video before the Ontario Court of Justice in Brantford on April 2, 2020.
