1. MINUTES

THAT the minutes of the meeting of the Brantford Police Services Board held February
18, 2010, be adopted as circulated.

2. REPORTS

a) Statistical Reports

i) Deputy Chief J. Kellner highlighted points of interest in the February 2010 report.

ii) Deputy Chief Kellner also provided a report on the percentage of accidents police respond to versus those reported directly to the Collision Reporting Centre.

b) Budget Reports

i) 2009 Operating Budget – Final Report

Chief McElveny reviewed this report by Inspector G. Nelson, i/c Administration Branch, which indicated a surplus of $873,280.74, will be posted. In his report, he identified areas which created a surplus of significance, which included full-time earnings, overtime earnings, employee benefits, gasoline, and grant funds.

ii) 2010 Operating Budget – Reductions

A report dated February 24, 2010, was received from Inspector G. Nelson, indicating that at the conclusion of budget deliberations, Estimates Committee reduced the amount of discretionary staff training and development costs by 25%, resulting in a reduction in the police budget of $3,421.25. His report detailed what line items were affected.

WHEREAS the Brantford Police Services Board approved the 2010 Operating and Capital Budgets set at $24,353,959

AND WHEREAS the Estimates Committee of the City of Brantford approved an overall amount of $24,350,538, a reduction of $3,421

NOW THEREFORE BE IT RESOLVED that the Brantford Police Services Board authorizes staff to amend the Operating Budget by making 25% reductions in the discretionary items as presented. Carried

iii) Monthly Operating Budget Report – February 2010

The above-noted report, prepared by Inspector G. Nelson, was received. The document indicated there were no issues of concern.

c) Auction Proceeds Account – Request for Donation

WHEREAS a request has been received from the Brantford Expositor for financial support of their “Great Kids of Brantford Brant 2010”

AND WHEREAS the Brantford Police Services Board fully supports this effort

NOW THEREFORE BE IT RESOLVED that the Brantford Police Services Board approves the transfer of $1,200.00 from the Police Services Board Auction Proceeds Trust Fund to the Police Services Board Special Projects Account (150500) and that this amount be used to cover the cost of a gold sponsorship

d) Taxi Bylaw – Harmonized Sales Tax (HST)

A letter dated February 26, 2010, was received from the three local taxi brokers, requesting the Taxi Bylaw be amended to accommodate the new HST by including the 13% tax under “other charges” in Schedule A of the Bylaw.

WHEREAS the implementation of the harmonization by the Provincial and Federal governments of the PST and GST into the Harmonized Sales Taxi (HST) takes effect July 1, 2010

AND WHEREAS the Province of Ontario requires the HST to be collected on all taxicab fares in the Province

AND WHEREAS the taxi industry has absorbed the cost of the GST since its inception in 1991

AND WHEREAS the taxi industry has requested that the Taxi Bylaw be amended under Paragraph 12 – Schedule “A”; subparagraph (d) – Other Charges; subsection (iii) 13% HST

NOW THEREFORE BE IT RESOLVED that the Brantford Police Services Board approves the request and directs that the Taxi Bylaw #99-01 be so amended.

Readings of the amendments to Taxi Bylaw #99-01 will take place at the April Board meeting.

e) Contractual Agreements – Provincial Grant Programs

i) Community Policing Partnerships Grant Program

THAT the Chair be authorized to sign a renewal of the Agreement between the Ministry of Community Safety and Correctional Services, the City of Brantford, and the Brantford Police Services Board for a two-year period to expire March 31, 2012, to continue to receive a grant (up to 50% of the wage of an officer to a maximum of $30,000) under the Community Policing Partnerships (CPP) Grant Program.

ii) Safer Communities – 1,000 Officers Partnerships Program

THAT the Chair be authorized to sign a renewal of the Agreement between the Ministry of Community Safety and Correctional Services, the City of Brantford, and the Brantford Police Services Board for a two-year period to expire March 31, 2012, to continue to receive a grant (up to 50% of the wage of an officer to a maximum of $35,000) under the Safer Communities – 1,000 Officers Partnership Program.

f) Provincial Strategy to Protect Children from Sexual Abuse and Exploitation on the Internet

WHEREAS the Brantford Police Services Board recognizes the Brantford Police Service is part of the Ontario Provincial Strategy to Protect Children from Sexual Abuse and Exploitation on the Internet

AND WHEREAS the Brantford Police Services Board has heard from staff about the challenges being faced in these complex and time-consuming investigations

NOW THEREFORE BE IT RESOLVED that the Brantford Police Services Board directs the Chief of Police to prepare a business case for an increase in human resources for 2011 to address protection of children from sexual abuse and exploitation on the internet.

3. CORRESPONDENCE

There was no correspondence of note to discuss.

4. NEW BUSINESS

a) Lawn and Garden Maintenance Contract

A report dated March 22, 2010, prepared by Inspector G. Nelson, was received which outlined the results of a Request for Quotation for the lawn and garden maintenance contract. The contract is for two seasons, commencing April 1,
2010, expiring November 15, 2011. He indicated that 13 quotes were received.

Although not the lowest quote received, Inspector Nelson recommended the contract be awarded to Four Seasons Landscape, who currently holds the contract as the Service has been provided with the quality and dependability of firm’s work and the quote was within the 2010 budget. He noted that the quoted price represents a zero per cent increase over the rates charged by Four Seasons over the past two years.

THAT the Brantford Police Services Board supports the recommendation of staff and awards the lawn and garden maintenance contract for a period April 1, 2010, to November 15, 2011, to Four Seasons, at a cost of $8,273.37 per year.

5. MEETINGS DATES

The next public meeting of the Board will be held on April 15, 2010, at 1:00 p.m. The schedule of meeting dates will be amended to reflect that the June 17, 2010, meeting will now be held on June 22, 2010, at 1:00 p.m.

The meeting adjourned at 4:45 p.m.

The minutes of this meeting were adopted this 15th day of April, 2010.
