1. MINUTES

THAT the minutes of the meetings of the Brantford Police Services Board held June 18,
2009, and July 22, 2009, be adopted as circulated.

2. OLD BUSINESS

a) D.A.R.E. – Request for Donation

THAT the Brantford Police Services Board denies the request of DARE Brantford Inc. for a donation of $1,500 to help offset the cost of the purchase of a “Darren the Lion” mascot costume.

3. REPORTS

a) Monthly Statistical Report – June and July 2009

These reports were received.

b) Semi-Annual Crime Analysis Report

The Five-Year Semi-Annual Crime Analysis Report was presented by Deputy Chief J. Kellner.

c) Budget

i) The 2009 Second Quarter Budget Report was received.

ii) The Monthly Budget Reports for July and August were received.

iii) A letter was received from the Brantford Police Association regarding the “Economic Position and 2010 Budget Direction” presentation

iv) A letter was received from the Brantford Police Senior Officers’ Association regarding the “Economic Position and 2010 Budget Direction” presentation.

d) Auction Proceeds Account

i) The 2009 Second Quarter Report was received, indicating a balance of $44, 184.45.

ii) Request for Financial Assistance – Brant-Brantford Crime Stoppers

A letter dated July 10, 2009, was received from Brant-Brantford Crime Stoppers requesting a donation of $500.00, to assist with their Fine Wine Fights Crime fund-raising event.

WHEREAS a request has been received from Brant-Brantford Crime Stoppers for financial support of their “Fine Wine Fights Crime” fund- raiser

AND WHEREAS the Brantford Police Services Board fully supports the work of this organization

NOW THEREFORE BE IT RESOLVED that the Brantford Police Services Board approves the transfer of $500.00 from the Police Services Board Auction Proceeds Trust Fund to the Police Services Board Special Projects Account (150500) and that this amount be used as a contribution to the “Fine Wine Fights Crime” fund-raiser and cover the cost of six tickets.

e) Second Quarter Complaints Against Police Report

This report, prepared by Inspector K. Pottruff, was received.

f) Towing Tendr Extension

A memorandum was received from Inspector G. Nelson recommending that the current towing contract between the Board and Ken’s Towing be extended for a period of 3 years. Chief McElveny indicated the Service was pleased with the contractor and supported the recommendation.

WHEREAS the current two-year agreement for towing services between the Brantford Police Services Board and Ken’s Towing expires at 00:01 hours on November 15, 2009

AND WHEREAS staff recommends invoking the agreement clause to extend the contract for a further term of up to three years, upon mutual agreement between the parties

NOW THEREFORE BE IT RESOLVED that the Brantford Police Services Board supports the recommendation of staff and directs staff to request Ken’s Towing give consideration to extending the current contract for a period of three years.

g) Court Security

Chief McElveny reviewed a letter he had received from The Honourable Mr. Justice K. Lenz regarding the security at the Ontario Court of Justice, 44 Queen Street, Brantford. In his letter, Justice Lenz indicates there remains no adequate security. Chief McElveny pointed out the Ministry of the Attorney General placed magnometers in the courts without consulting with police, and expect the Service to place staff in the courts to man the perimeter security equipment.

Chief McElveny indicated he was referring the matter to the Board as court security is a Board responsibility, but would like to personally respond to Justice Lenz.

h) Review of Taxi Bylaw #99-01

This issue was deferred to the next meeting of the Board.

i) Request for Return of Found Property

THAT the Brantford Police Services Board approves the request of Riley Jauniaux to return to him 12 football cards, which he found and turned in to the Brantford Police Service, as the owner of the property has not been found.

THAT the Brantford Police Services Board approves the request of Marilyn Mecke to return to her $300.00, which she found and turned in to the Brantford Police Service, as the owner of the money has not been found.

j) Adult School Crossing Guard Program

i) Agnes Hodge School

A request was received from Jennifer Ladd, CNIB Central West Region, for the placement of an Adult School Crossing Guard on Clench Avenue in front of Agnes Hodge School to assist a blind student. A decision was reached that the Board was unable to grant the request.

ii) Brantford Collegiate Institute (BCI)

A letter was received from Jim Wibberley, Director of Education - Grand Erie District School Board (GEDSB), indicating they were unable to pay for the cost of the adult school crossing guards placed at BCI during the renovations. Mr. Wibberley stated that the GEDSB was very willing to work with the Brantford Police Service to develop a plan for the safe reduction or redeployment of crossing guards. He requested that the Board consider redeploying an existing crossing guard from an underutilized location to BCI.

An email was also received from Mary Lou Archibald, BCI School Council Chair, requesting the adult school crossing guards be returned to BCI.

Chief McElveny reported that a committee had been formed comprised of representatives of the Police Service, both school boards, and the City Engineering Department, to review the placement of adult school crossing guards. The Board will await the recommendations of the committee.

4. NEXT MEETING DATE

The next meeting of the Brantford Police Services Board will be held on Thursday, October 15, 2009, at 1:00 p.m.

The meeting adjourned at 2:25 p.m.

The minutes of this meeting were adopted this 15th day of October 2009.
