Public Safety in Partnership with our Community

Young Women Unite - Virtual Symposium Educates Our Community's Young Women

Mar 27, 2021

MEDIA RELEASE

FOR IMMEDIATE RELEASE

On Saturday, March 27, 2021 over 360 young women (and youth who identify as female) attended the YOUNG WOMEN UNITE Virtual Symposium. Organized by Brantford Police Service, in partnership with Nova Vita Domestic Violence Prevention Services, the Brant County Health Unit, Victim Services of Brant and Six Nations Police, the Young Women Unite virtual symposium provided valuable health and safety information to our community’s young female population.

Girls, women, and those who identify as female, between the ages of 13 and 19, who reside in Brantford, Brant, Haldimand and Norfolk counties, Six Nations of the Grand River and Mississaugas of the Credit First Nation were all eligible to participate, receiving a $45 gift card as incentive for their participation. Adding to the excitement of the event, numerous prizes including bursaries for post-secondary education were randomly provided to attendees throughout the 90 minute long event.

The Symposium featured knowledgeable and experienced female speakers from partner agencies who lead discussions related to topics ranging from healthy relationships, general health and well-being, and human trafficking.
Funding for the event was provided through the Community Safety and Policing Grant awarded to Brantford Police Service from the Ministry of the Solicitor General. This grant has allowed Brantford Police Service to collaborate with multi-sectoral partners including Nova Vita, to embark on a comprehensive anti-human trafficking strategy, implementing strategies ranging from prevention to an enhanced effort between police and victim services.  The initiative provides a strategic, multi-dimensional approach to reduce victimization and identify victims and those vulnerable to become victims of human trafficking.

Anyone, from any walk-of-life, can be a target for human trafficking for the purposes of sex trafficking or labour trafficking. However, in Canada, women and girls are at greatest risk, as well as individuals from certain populations, such as Indigenous women and girls, new immigrants, children in the child welfare system, persons living with disabilities, LGBTQ2 persons, and those struggling socially and/or financially. Better understanding the facts about human trafficking, who is at risk, how traffickers recruit and exploit victims, and what signs to look for is a major step in helping to fight this widespread and often invisible crime.

"Although Human Trafficking can be hard to see, it is happening in communities like ours all across Ontario. Events like this are important to educate our youth and help change mind-sets. I would like to thank the Ministry of the Solicitor General for providing the funding opportunity to allow us to bring this event to the community. I would like to thank our partner agencies: Nova Vita Domestic Violence Services, the Brant County Health Unit, Victim Services of Brant, Six Nations Police Services and the members within the Brantford Police Service who have dedicated an immense amount of time and energy on this collaboration which will have great benefit to all of our communities.”   – Chief Rob Davis, Brantford Police Service

Provincial Strategy to Protect Children from Sexual Exploitation on the Internet

On March 29, 2007, alongside the OPP Child Exploitation Section and 26 other municipal police services, the Brantford Police Service joined the Provincial Strategy to Protect Children from Sexual Exploitation on the Internet.

The online exploitation of children continues to be a challenge for investigators due to its sheer volume, global reach and anonymity; however, these police partners and the Provincial Government are committed to making a difference in our communities.

The Brantford Police Service supports this strategy, and has recognized that images of children and child abuse placed on the internet lead to perpetual victimization.

This project has been made possible by a grant from the Ministry of the Solicitor General.

Internet Safety Tips

Brantford Police Service is committed to ensuring the safety of our community’s children and taking action against online sexual abuse and sexual exploitation of children.

The following information is provided to assist parents and caregivers to understand internet safety.

These simple tips can help the youngest members of your family stay safe online:
  • Consider creating an internet contract with your child and have all parties sign it.
  • Let your child know that you will be monitoring their online activities.
  • Reinforce the fact that not everyone is who they say they are online.
  • Discuss how pictures should not be sent or posted online without parental permission.
  • Discuss sharing personal information online; never share their password with anyone other than their parents. Review the risks of personal information being misused online.
  • Use only child-safe search engines such as: www.askkids.com www.kidsyahoo.com or www.kidsclick.org
  • Encourage your child to trust in their instincts and stop, block, and tell if they are uncomfortable.
  • Talk to your child about the consequences of being involved in any incidents that include cyberbullying, sexting, etc.
  • Make sure your child understands that they can talk to you about anything on the internet.

As a parent, what can you do?

  • Place your child’s computer in a common area. Set expectations for your child’s online and cell phone activities.
  • Monitor your child’s activities online. Ask your child to show you what they are doing online, and be aware of whom they are talking to.
  • Retrieve your child’s login information, e-mail addresses and password.
  • If your child joins any social networking or gaming sites, help them create their online profile. Remember to only fill in information that is necessary and leave out any revealing information.
  • Monitor ALL webcam use, and any posting or exchanging of pictures online.
  • Do not allow your child to communicate in chat rooms.
  • Use filtering software on computers.
  • Communicate openly with your child. Encourage them to report any situation or information that makes them feel uncomfortable.
  • Be aware of signs that your child may be in trouble:
    • They quickly turn the computer or phone off when you walk into the room.
    • Your child seems worried, withdrawn or depressed.
    • Your child contacts, or is contacted by a person you do not know.
    • If your child is being harassed or threatened, save the evidence and contact the police.

Mar 18, 2021

FROM: Organized Crime Enforcement Bureau                                                                                               DATE: March 18, 2021

FIREARMS, EXPLOSIVES AND QUANTITIES OF COCAINE AND ILLEGAL CANNABIS SEIZED

AFTER EIGHT-MONTH INVESTIGATION

(ORILLIA, ON) – Several individuals are facing serious charges at the conclusion of Project WEAVER, an eight-month investigation into firearms and drug trafficking in Southwestern Ontario.

The Ontario Provincial Police (OPP) Organized Crime Enforcement Bureau (OCEB), Biker Enforcement Unit (BEU) and Provincial Weapons Enforcement Unit (PWEU), with assistance from the Canadian Forces National Investigation Service (CFNIS), began this investigation after intelligence indicated significant firearms and drug trafficking activity in Southwestern Ontario. As the investigation continued, police identified four separate, unrelated criminal networks involved in the trafficking of cocaine, firearms, explosives and cannabis.

The four independent criminal networks identified include:
  • Members of the Outlaws Motorcycle Club in the London area responsible for trafficking cocaine in large quantities.
  • A criminal network trafficking firearms and cannabis in the London area.
  • A criminal network responsible for trafficking firearms and cocaine in the Brantford area.
  • A criminal network engaged in the trafficking of offensive weapons, explosive devices and cocaine in the Brantford area, including grenades and a grenade launcher.
The investigative team has been engaged with CFNIS to determine the source of the explosives and offensive weapons. It has been determined that these are not Canadian Military explosives and investigators are confident they have identified the source. There is no threat to public safety.

On March 9, 2021, police executed 11 search warrants in London (2), Brantford (4), Ancaster, Paris, St. Thomas, Oakland and Barrie. Members from OPP OCEB, BEU, Tactics and Rescue Unit (TRU), PWEU, Provincial Asset Forfeiture Unit (PAFU), K-9, Community Street Crime Units (CSCU), Provincial Joint Forces Cannabis Enforcement Team (PJFCET), and Aviation as well as specialty units from Hamilton Police Service, Brantford Police Service, London Police Service, Royal Canadian Mounted Police (RCMP), Barrie Police Service, Stratford Police Service and St. Thomas Police Service assisted with the execution of the search warrants.

As a result of this investigation, police seized:

  • 31 firearms
  • 81 grenades
  • Two (2) grenade launchers
  • 22 other prohibited devices
  • Three (3) explosive projectiles
  • 10.85 kilograms of cocaine
  • 216 pounds of illegal cannabis
  • Five (5) pounds of hash
  • More than $10,000 in other illegal cannabis products
  • 36 pounds of psilocybin
  • 715 grams of MDMA
  • One (1) Outlaws MC vest
  • $127,757 in Canadian Currency
  • $2,106 in US currency
  • Eight (8) vehicles

The investigative team has seized a total of 31 firearms as a result of Project WEAVER. The OPP-led PWEU has worked collaboratively with its partners to trace the origin of these firearms. At this time, the origin of all 31 firearms is not known, however some originated domestically in Canada, and some have an origin in the United States. This portion of the investigation is still underway.

Investigators have worked tirelessly to contribute to the disruption of the illegal firearms, offensive weapons and drug trafficking market in Ontario. The four criminal networks responsible for these illegal activities have jeopardized the safety of numerous Ontario communities. Investigators have diligently gathered intelligence and evidence over the past several months in order to lay significant and serious charges against those responsible. Some of these individuals have criminal backgrounds and were already bound by existing firearms prohibitions.

A total of 10 people have been charged with 268 offences. A full list can be found on the Addendum of Charged Persons within the Project WEAVER media kit. Upon arrest, three of the accused were held in custody. The remainder were released with conditions. They are expected to appear at an Ontario Court of Justice in London on March 19, 2021.

QUOTES

"Project WEAVER has revealed the availability of truly alarming offensive weapons and firearms, which compromise the safety of the citizens of Ontario. It is imperative that law enforcement continue the fight against illegal firearms and those who choose to engage in their trafficking. The OPP is committed to a safe and secure Ontario and this investigation has prevented numerous illegal firearms, weapons and large quantities of drugs from reaching our communities.” OPP Commissioner Thomas Carrique

"The Barrie Police Investigative Services has been assisting the Ontario Provincial Police (OPP) in Project WEAVER, which saw a number of search warrants simultaneously executed in southwestern Ontario. Last week, the Barrie Police Tactical Support Unit was called on to execute the safe entry of a residence on Dunsmore Lane in the City of Barrie. The collaborative focus on public safety is something that law enforcement encompasses in Ontario every day. Significant Local Impact from Project WEAVER

March 18, 2021

Gun violence has significantly impacted the community of Brantford. As Project WEAVER has demonstrated, sophisticated and organized crime requires a collaborative and focused effort amongst neighbouring law enforcement services in order to effectively combat the threat these criminals pose and ensure the safety of our communities.

Investigators from BPS worked alongside the OPP Biker Enforcement Unit and other partner agencies, dedicating their efforts over the past eight months to the successful resolution of Project WEAVER.

An involved and complex investigation, Project WEAVER has dismantled multiple criminal networks and removed many illegal firearms, other offensive weapons and illegal substances from our communities. The success of this multi-jurisdictional project will have a direct impact on public safety in our local community.

As a result of Project WEAVER, a criminal network responsible for trafficking firearms and cocaine in the Brantford area, as well as a criminal network engaged in the trafficking of offensive weapons, explosive devices and cocaine in the Brantford area, including grenades and a grenade launcher have been identified.

Investigators from the Brantford Police Service including members of BPS Emergency Response Team (ERT), K-9 Unit, Street Crime Unit and the Criminal Intelligence Unit were all involved in the successful execution of the Project WEAVER search warrants.

On March 9, 2021, as part of Project WEAVER, police executed four search warrants within the City of Brantford, laying a combined total of 73 charges against two individuals from the City of Brantford. The accused parties are all being processed through courts in London, ON.

Multiple illegal firearms, ammunition, grenades, prohibited weapons, cocaine, psilocybin and illegal cannabis were seized as a result of the local search warrants and were all connected to the Brantford area or local networks.

QUOTE:

"I am proud of the work of the officers from the Brantford Police Service who have dedicated their efforts over the past eight months to the successful resolution of Project WEAVER.

At this time, I would also like to sincerely thank our partner services for their dedication and commitment to the project. The Ontario Provincial Police, London Police Service, Barrie Police Service and the Department of National Defense, thank you to each and every officer involved.

$10,000 Reward Offered in Shannon MacDougall (Burnside) Homicide

Mar 9, 2021

INC # 20-9948

Detectives with the Major Crime Unit of the Brantford Police Service continue to actively investigate the murder of Shannon MacDougall (Burnside). March 11, 2021 marks the one-year anniversary that patrol officers responded to 26 Mintern Avenue, Brantford to check on the well-being of Shannon.  While conducting this check, Shannon was located alone inside the residence, deceased.

Members of the Brantford Police Service Criminal Investigation Section and Forensic Identification Section attended the scene and immediately entered into a suspicious death investigation.

A post-mortem examination occurred in the days that followed and the investigation into the circumstances and manner of death continued.  At the time, police continued to conduct interviews, canvass the neighbourhood for potential witnesses, and completed a forensic processing of the scene.

In June 2020, police received additional information that assisted in moving the investigation forward.  At this time, the information was not made public in order to protect the investigation and provide the investigative team with the best opportunity at solving the case.  Although the information was not public, police dedicated additional resources to the investigation at that time.

As is the case with any major investigation, police have the challenging task of balancing both the needs of the investigation with public interest and notification to the community.  Due to the nature of the investigation, and in an effort to provide the best opportunity to solve Shannon’s murder, investigators determined it was in the best interest of the investigation to initially refrain from publicly releasing information. On November 30, 2020, a media release was issued to provide an overview of this active and ongoing case.

The lead investigator on Shannon’s murder, Detective Ryan Groen, has been working on the investigation since March 11, 2020.  Although unable to provide specific details on the progress of the investigation, police will continue to provide resources to this investigation with the goal of holding the persons(s) with involvement in Shannon’s murder responsible.

"Although Shannon is gone she has never been forgotten.  Shannon was a mother to two children, a friend, a loved sister, and a daughter to a grieving mother.  I believe there are people in the community that can help solve Shannon’s murder and I am asking them for their assistance.  There is a dedicated tip line of 519-756-0113 ext. 2319 and a dedicated email address of shannonmacdougall@police.brantford.on.ca established to receive information from the community.  We also have a $10,000 reward for information leading to the arrest and conviction of the person(s) responsible for her murder.”   - Detective Ryan Groen

Shannon’s family continues to seek justice and closure and are also requesting help from the community:

"Shannon was one of a kind and she had a huge heart. She was always there for you when you needed her and reminded you constantly that her door was always open. She was a great mother, daughter and sister.  She would literally pick us up anytime, any day just to hang out.  She was like a best friend. Through all her struggles she remained strong and hopeful and always put her family first, including her children who she always wanted the best for. There is not enough words to describe the wonderful person she was and the way she lit up the room.  There is no pain like the pain of losing a child.  We think of her every day and we miss her every day.”  - Burnside Family

Today, police are announcing a $10,000 reward to anyone who may have information that leads to the arrest and conviction of the person(s) responsible in Shannon’s murder (see attached notice).

Investigators are hopeful that this reward, in conjunction with the information already known to police, will assist in providing justice for Shannon and closure to her family.

Anyone with information is urged to contact the Brantford Police Service Tip Line at 519-756-0113 ext. 2319. Tips can also be sent via email to shannonmacdougall@police.brantford.on.ca
