1. DELEGATION

Inspector Scott Easto, Quality Assurance Branch, presented the draft 2010-2012 Business Plan for the Brantford Police, which was prepared with the assistance of Board Member Debi Dignan-Rumble. In the Crime Statistics portion of the report, statistics were listed for the years 2004 to 2008 in a number of crime categories. The Board requested that the column totalling the number in each crime category be replaced with a column giving the average of the 5 years.

2. MINUTES

THAT the minutes of the meeting of the Brantford Police Services Board held October 15, 2009, be adopted as circulated.

3. REPORTS

a) Monthly Statistical Report – September 2009

Deputy Chief Kellner highlighted points of interest in the report.

b) Monthly Budget Report – October 2009

This report, prepared by Inspector G. Nelson, i/c Administration Branch, was received which indicated the budget was 0.9% under a straight-line projection.

c) Adult School Crossing Guard Program

i) Annual Location Review

This report was received. Chief McElveny added that the report had been referred to the Adult School Crossing Guard Criteria Committee.

ii) Adult School Crossing Guard Location Criteria Committee

Minutes of the meetings of October 20 and November 17, 2009, were received. This committee is composed of members of the Brantford Police Service, City of Brantford Engineering Department, Grand Erie District School Board and Brant Haldimand Norfolk Catholic School Board. Chief McElveny reported the committee would be providing recommendations to the Board. There was discussion that these recommendations should be adopted by the Boards of Education prior to coming to the Police Services Board.

iii) Grand Erie District School Board

A letter dated October 26, 2009, was received from Bill Johnston, Chair of the Grand Erie District School Board, indicating that their Director of Education, Jim Wibberley, will work with the Police Service to develop a plan to manage the costs related to crossing guards.

4. NEXT MEETING DATE

The next meeting of the Brantford Police Services Board will be held on Thursday, January 21, 2010, at 12:00 noon.

5. NEW BUSINESS

a) Brantford Police Senior Officers Association

A letter dated November 19, 2009, was received from the Association, providing their new Executive for 2010.

b) Wilfrid Laurier Student – Research Paper

Deputy Chief Kellner provided the practicum protocol detailing the nature of the project to be completed by a Wilfrid Laurier student on strategies and recommendations for reducing absenteeism in the police service.

The meeting adjourned at 1:45 p.m.

The minutes of this meeting were adopted this 21st day of January 2010.
